Standing analytical questions across the areas Vigil covers. Each names the evidence that would change the assessment. Each question is reviewed on the Weekly Brief cycle and can be updated between briefs when material evidence appears.
The condition still said no text was public, untrue since 20–21 October. Türkiye's Foreign Affairs Commission approved the approval bill on 27 October, and its deputy foreign minister said Saudi Arabia and Pakistan had completed ratification; the bill was not on the General Assembly agenda of 28 October. On 26 October the three signatories sent a joint delegation to Tehran. Not met: implementing-instrument; no invocation or named contribution.
Brief itemTürkiye's commission approved the Makkah Agreement, and its three signatories went to Tehran together
Evidence, no observable met. On 30 October the government commissioner to the Military Court charged 13 people over the Dahr al-Baidar explosives, two in custody and eleven in absentia (state news agency, via Naharnet); MTV named two as Hezbollah security officials. A judicial charge is not a cabinet timetable, phase, army report or reversal, no army takeover of Hezbollah weapons was reported, and no named Hezbollah official accepted a transfer.
Brief itemLebanon's Military Court prosecutor charges 13 people over the seized explosives, eleven of them in absentia, and the case stays out of the Judicial Council
Romania's ministry published on 27 October a French Atlantique 2 at Mihail Kogălniceanu from 18 October to 6 November, sent at Romania's request under national French tasking; on 28 October Bulgaria, Romania and Türkiye agreed a trilateral coordination mechanism, and the same day sea drones struck the container ship Contship Jet in Bulgaria's economic zone. Allied-maritime-posture is not met: two patrol aircraft, one time-limited and one of unestablished tasking, and no standing naval deployment. No investigation has published the Khoryv's cause.
Brief itemRomania published the first allied patrol aircraft with a stated tasking, a French Atlantique 2 under national command to 6 November, and the three littoral allies agreed a coordination mechanism
Movement in reach, unconfirmed: the Houthi movement claimed Ras Tanura on 27 and 29 October, and Bloomberg, citing an unnamed person, reported a fire near the terminal contained on 27 October; no Saudi or Aramco statement was found. No operator restart or repair statement on the east–west pipeline or Ras Laffan for an eighth review.
Brief itemJordanian air strikes in Daraa and northern Sweida killed civilians by the Syrian account, closed Nasib for a day and drew a protest note, while both governments kept talking
Brief itemThe north-east's two universities were merged into state universities by an announced council decision, the second state measure in the education file
Brief itemOCHA counts 343 commercial truckloads in the week of Israel's resumption announcement, without saying where they entered or where they came from
Brief itemA fifth designated PLA patrol of October, on 31 October, put the month one above this year's run of two to four a month, and short of twice it
Brief itemArmenia ratified the TRIPP framework agreement with the United States by 63 votes to 32; it is not yet in force, and the route is still unbuilt and unregulated
Brief itemA Chinese coast guard ship entered the waters at Pratas with its tracking off for the second time in eleven days and, by Taiwan's account, called its presence law enforcement, while four ships entered Kinmen's waters twice in one day
Brief itemLebanon's Military Court prosecutor charges 13 people over the seized explosives, eleven of them in absentia, and the case stays out of the Judicial Council
Brief itemTwo drones entered north-eastern Romania on 31 October, Romania's first published entry in two weeks, and one was last seen inside the country
Energy facilities in eight oblasts were hit overnight into 27 October, by Ukrenergo's account, and on 30 October the energy minister said Russia had carried out more than 350 attacks on energy infrastructure since September, damaging more than 800 pieces of equipment. No restored-capacity, substation or import figure was published.
The pause ended on schedule. Russia's three-day order against strikes on Kyiv and Ukraine's reciprocal restraint on Moscow covered 5–8 September 2026, the duration of the envoys' visits, and nothing else: activity elsewhere continued through it, Ukraine's proposal of a wider three-day ceasefire was not accepted, and no text records what was agreed. Ukraine's deep strikes did not pause with it: the refinery series records markers struck on 6, 7 and 8 September. On 30 August the Russian defence ministry announced preparation of large strikes on Ukrainian energy infrastructure. No restraint of any kind is in force as of this date.
Latest reviewMovement
No restraint on the capitals: Kyiv was struck with ballistic missiles and drones overnight into 27 October. The Oleshky ceasefire, declared with no visit attached, held from 27 October through the evacuation by both commissioners' accounts, while a Ukrainian military spokesman accused Russian forces of reinforcing under it. A reported Ukrainian pause on refinery strikes was denied by Ukrainian officials, and marker strikes resumed on 30 October. Read as movement, not a capitals pause.
Supply is arriving in packages tied to specific instruments.
Latest reviewMovement
On 30 October the State Department approved a possible sale of 500 PAC-3 MSE interceptors to Ukraine, about $2.1 billion, financed by Canada, Germany and Norway, with no delivery schedule; President Zelensky said deliveries begin only in a few years and put US receipts at an average of 12 a month in 2026. A quantity without a date, in an approval rather than a contract, so stated-quantity-committed is not met.
Ukraine publishes vessel names and running totals of tanker strikes; nobody independent counts them.
Latest reviewMovement
Movement at the level of statements and cargoes: Russian diesel cargoes bound for the United States under the October licence, one tanker under EU, UK and Canadian sanctions, as reported by the Financial Times; and on 31 October Türkiye's president called attacks on Black Sea shipping unacceptable as he and President Zelensky discussed the grain corridor. No crude-volume, discount or insurer figure was read at source.
Envoys met Putin at the Kremlin on 5 September and the two governments agreed to stop striking each other's capitals for three days while the envoys travelled on to Kyiv.
Latest reviewMovement
No text, mechanism or instrument. The Oleshky ceasefire was carried through aid delivery on 30 October and an evacuation that reached Ukrainian-controlled territory on 31 October, with no named monitor; the two human rights commissioners said they would pursue further humanitarian initiatives. The trilateral round was set for the first half of November in Abu Dhabi with no date fixed by the cutoff, and the US Secretary of State said on 31 October he did not know whether a negotiated peace was achievable.
Through September 2026 refineries were struck several times a week, with halts reported at Moscow, Novoshakhtinsk, Ryazan and Kirishi and no operator-published restart date.
Latest reviewMovement
Two refinery-marker records were added: Novokuibyshevsk on 30 October (moderate) and Ufa on the night of 30–31 October (low). Russia's deputy prime minister said four processing plants were attacked on 30 October, with minor damage at one, after "a brief pause". Whether the producer diesel export ban was extended past 31 October was not established at source by the cutoff.
Reported interception against ballistic and quasi-ballistic missiles has been low since the second half of 2025, and the decline predates the interceptor-exhaustion claims made in mid-2026.
Latest reviewUnchanged
Ballistic missiles were launched at Kyiv overnight into 27 October (16, by President Zelensky's account) and at Kyiv, Poltava and Dnipropetrovsk oblasts overnight into 30 October, by the Air Force's account. No engagement count was published and no supply instrument was concluded; the 30 October approval is a possible sale with no delivery date. Neither observable moved.
Attritional, with one local exception. North of Lyman, Ukraine's Operation Vivaldi (late May to mid-October 2026) retook ground the corps puts at 277 km² and ISW at least 147 km², and ISW assessed it defeated the northern arm of a Russian approach to Sloviansk and Kramatorsk: local operational movement. Elsewhere the pattern holds. Russia's main effort continues from Dobropillia, no marker town has changed hands since 2025, no new axis has opened, and the independent maps disagree on September's direction.
Latest reviewUnchanged
No material change found. Fighting stopped on the Oleshky section under the local ceasefire from 27 October, with Ukraine accusing Russia of rotating units and fortifying positions there; elsewhere the General Staff's daily reports carried clash counts only. No independent assessment of territorial change was read for the window.
On the Ukrainian side the constraint does not bind at the headline mobilisation number: the stages that show strain are contract uptake, training throughput and whether units granted their own recruitment authority keep it.
Latest reviewUnchanged
No material change. Nothing read in the window bore on Ukrainian recruitment, training or contract uptake, or on a Russian mobilisation decree; Ukraine's casualty claims for Russian forces are claims and are not a measure of regeneration.
Mali: the blockade continues on unchanged terms in its twelfth month; the capital is supplied by escorted convoy, the corridor is open in the sense that convoys move and not in the sense that traffic is free, and no party has published figures that allow the balance to be measured from outside.
Latest reviewMovement
Easing in Niamey: Niger's state agency, relayed by AIP on 23 October, reported fuel supply gradually returning after nearly two weeks, with overnight deliveries sold out by late morning and no official figures. No later account was found by the cutoff. Mali: no tanker attack and no escorted Bamako arrival reported after 10 October.
Not documented. A Malian transitional-council official stated in July 2026 that coordination and cooperation have been established between the armed forces and Africa Corps; nothing published describes a joint command, Russian officers in national or AES staffs, or an Africa Corps role in training the AES unified force. In Niger the force is co-located with the AES joint command at Base 101, and the August 2026 request came from the base command — coordination at the site, not integration.
Latest reviewMovement
Villagers told RFI that Africa Corps personnel did most of the shooting, beside Malian soldiers, when herders' livestock was killed and homes burned near Diéma on 21 and 28 October. Joint conduct alleged again; no official naming, staff role or joint command, so coordination, not integration, holds.
Djibo has been surrounded since February 2022, its population forcibly concentrated and its supply moved into the air, and it has not fallen — an instrument for making a place ungovernable without capturing it.
Latest reviewMovement
RFI reported on 29 October that Sounga, near Djenné, has been under JNIM blockade since May and was attacked on 21 October, defended by Dozo hunters with no army post nearby. A village blockade, not a town enclosed on the Djibo pattern and not administration.
Seventy-five identified Russian military-linked flights to the three capitals between January 2025 and July 2026, Ministry Flight Unit 224 the largest operator, Burkina Faso the most frequent destination, with spikes in May 2025 and March–April 2026; sea convoys via Conakry in early 2025; a reported combined aviation grouping at Bamako from a single outlet's satellite imagery in May 2026.
Latest reviewUnchanged
The Russia–Africa summit closed by 30 October with three general documents; no Sahel delivery, basing, contract or payment figure was published from it, by the accounts read. No flight counts or recall found. Algeria's authorised units are a deployment to Niger, not a supply line.
The April 2026 withdrawals from Aguelhok, Tessalit, Tessit and Ber remain the baseline for the north: positions given up were left unsupportable rather than lost in battle.
Latest reviewUnchanged
No supply-convoy ambush and no escorted Bamako arrival reported after 10 October. Whether Kidal is supplied by road is still not reported.
Holding by different means. Mali: the July 2025 charter gives the transition president a renewable five-year mandate without an election, parties are dissolved, an alleged plot produced purges in October 2025, and the president took the defence portfolio after the minister was killed in April 2026. Burkina Faso: four plots announced since September 2022, the latest on 6 January 2026 naming the former transitional president, and parties dissolved in January 2026; none has an independent account. Niger: the March 2025 charter has no election date, and the mutiny of 29–30 August 2026 was put down with Africa Corps assistance.
Latest reviewUnchanged
No armed attempt, announced plot or charter change. HRW said on 30 October that former minister Mountaga Tall, abducted in Bamako on 2 May, and his son remain missing, unacknowledged by the authorities; context, not an observable.
The AES has a treaty, a levy, a customs duty, a bank, a passport, a parliament and — since December 2025 — a unified force with a named commander and a stated strength of about 5,000.
Latest reviewUnchanged
No working-group meeting, binding act, unified-force operation or transit lapse was reported in 25–31 October. The Russia–Africa summit's three adopted documents name no AES body, by the accounts read.
On 6 October 2026 the army and Africa Corps re-entered Kidal, given up to the FLA in April, after the Front withdrew without a fight; troops are in the town on the account of AFP's officers and the government, and it is the one documented return to a vacated position since mid-2025.
Latest reviewUnchanged
Nothing new on Kidal after 15 October, no reported return to Tessalit, Aguelhok, Tessit, Ber or Dioura, and no further position lost.
Alleged since July 2024 and never independently verified.
Latest reviewUnchanged
No second independent line, acknowledgement, recipient statement or attributed loss. Lavrov said on 27 October, citing no evidence, that France and others involve Ukrainian personnel in "terrorist tasks" in Mali (TASS, relayed); a political allegation, which this question does not count as evidence.
Reaching the capital twice, and the garrisons repeatedly.
Latest reviewUnchanged
No armed-group attack in Niger dated 25–31 October was found, on a thin sweep. The 24 October strike near Emi Lulu is one Niger attributes to Chad, a state, and is recorded on its event, not here. Konni and Dabagu still unread.
Roughly 2,000 personnel and a combat record in Mali, where northern posts were left in April 2026 and the posture since is air support, escort and drones; an instructor contingent in Burkina Faso whose expansion is reported to have collapsed and partly reversed; a presence in Niger at the AES joint command's Base 101, which acted inside the August 2026 mutiny on what the Russian ambassador describes as a request from the base command.
Latest reviewUnchanged
No new or vacated Russian post in any of the three states and no Russian statement on the presence. The summit's documents name none of them, by the accounts read; Lavrov's 27 October remarks on Mali concerned Ukraine and France, not the presence. Algeria's authorisation and Niger's accusation against Chad are not Russian posture.
Instruments have accumulated faster than works: a Washington declaration in August 2025, an Armenia–US implementation framework in January 2026 widening the scope to a multimodal programme, a framework agreement initialled in May and signed in June 2026, and engineering surveys in Armenia reported under way.
Latest reviewMovement
The National Assembly ratified the framework agreement 63–32 on 28 October, on RFE/RL's and Armenpress's reports. Ratification is not entry into force and is not one of this question's observables: no published alignment, contracting or financing close, construction start or customs arrangement. The foreign minister said the development company's charter and shareholders' agreement are still to be negotiated.
Penalised, not suspended. Council conclusions of December 2025 state that the accession process has effectively come to a standstill; on 6 March 2026 the Commission suspended the visa exemption for holders of Georgian diplomatic, service and official passports for twelve months, to 6 March 2027, with the exemption for ordinary citizens untouched. Candidate status, granted in December 2023, has not been formally withdrawn or suspended. No Georgian act reversing the measures the Union names — the treatment of protesters, opposition politicians and independent media since October 2024 — has been identified.
Latest reviewUnchanged
Party-ban hearings continue with no ruling; the reactions Civil Georgia collected on 30 October, a Commission spokesperson's among them, are statements. The EU delegation's 16 October line that it no longer funds the Georgian authorities restates the suspension of over €120 million of direct assistance that its own page records; no new Union act was found.
RFE/RL's report from both sides of the border on 28 October finds it closed and the Gyumri–Akhuryan–Akyaka line idle for more than thirty years. No opening date, crossing, envoy meeting or Turkish statement on the border was found.
Chechnya's stability is an arrangement with one man; the succession question is discussed openly; Dagestan has produced the region's worst recent attacks.
Latest reviewUnchanged
No leadership change, designated successor or federal security-posture change was found in the window.
One section has been delimited since the mechanism was created: roughly a dozen kilometres in the Tavush direction in 2024, with four villages transferred to Azerbaijani control.
Latest reviewUnchanged
No commission meeting, section or marker. Azerbaijan's foreign ministry issued nothing on the enclave proposal; its newest press release is of 27 October, on another subject.
The text was agreed in March 2025 and initialled at the White House on 8 August 2025.
Latest reviewUnchanged
No signature, new text or timetable. On 29 October Pashinyan partly described the government's draft constitution and its passage through parliament; the draft is not published and no referendum date is set.
Pressure and statements on both sides, and no act that changes the tie.
Latest reviewUnchanged
Nothing since the 20 October report: the Supreme Council has not met, and no gas-terms change, EU application, withdrawal notice or new restriction was found.
Four things are true at once. Armenia remains a de jure CSTO member; it has frozen participation since 2024 and has not paid contributions for a third consecutive year, and CSTO officials warned in August that Article 25 can cost it quota posts and voting rights — a decision that requires consensus at the November council. Russian border guards have left every Armenian border checkpoint. The 102nd Military Base at Gyumri remains on a lease to 2044, which Armenia has not proposed changing. Armenia's Western ties are partnership and monitoring instruments, not security guarantees; Pashinyan stated the alignment plainly on 24 August.
Latest reviewUnchanged
The CSTO's news to 30 October carries nothing on the 11 November council or Armenia, and no member state stated a position. Nothing on the Gyumri lease; no Western defence commitment.
Russia and the de facto authorities in South Ossetia signed a Treaty on Deepening Allied Interaction on 9 May 2026, ratified by the State Duma within days: coordinated foreign, defence and security policy, a single economic space, staged integration of energy, transport and telecommunications, and the removal of citizenship restrictions on holding office.
Latest reviewUnchanged
South Ossetia filled cabinet posts by decree on 26 October and Kambolov presented Margiev to the government on 27 October; no citizenship was stated. A Federation Council delegation came on 30 October for the interparliamentary commission; no instrument was signed, the customs agreement was not found signed, and no crossing changed.
Attacks fell sharply after the January 2026 settlement and no material change in the assessed threat, the detention arrangements or the anti-ISIS mission's posture has been identified in any weekly review since the first.
Latest reviewMovement
Jordan said its strikes of 26 October in Daraa and northern Sweida hit ISIS positions and killed more than 20 ISIS members; Damascus says it was not notified, and Daraa's health directorate counted seven civilians killed. Neither account is verified. No mass-casualty or claimed ISIS attack inside Syria was found; the 28 October Idlib clash and the 31 October border crossing attempt involved groups no party named as ISIS.
The higher education minister announced on 27 October council decisions merging Rojava University into al-Furat University and Kobani University into Aleppo University, reported by one outlet; implementation committees are still to be formed. No Jbessa restart was reported by 31 October, and Tel Abyad returnees were attacked on 26 October. No named command, payroll figure or published returns protocol.
In early August the authorities removed three civil-war-era faction commanders from divisional posts.
Latest reviewUnchanged
No establishing decree, named corps appointment, removal or refusal found for 25 to 31 October. This is the twelfth consecutive quiet review since the question opened.
Both facilities operate under a memorandum signed in August 2026 whose terms are unpublished.
Latest reviewUnchanged
No signature, published term, withdrawal demand or documented call at Tartus for 25 to 31 October, with no tracker read. The memorandum's three-month transition runs to about 9 November.
No embassy, flight, transit, ministerial contact or newly named network was found, with the search thin. Iraq's prime minister visited Damascus on 28 October; that is an Iraqi state contact, not an Iranian one.
Unsigned. The one published product is the 6 January 2026 joint statement creating a US-supervised communication cell, which no report shows meeting. Talks froze from late February; the 23 August meeting in Jordan was bilateral, not the trilateral deconfliction cell proposed on 19 August, which has not been constituted. Syria's president said on 22 September that about 90 per cent had been agreed before Israel pulled back; Israel says no agreement was reached. The UN counted eleven Israeli positions on the Syrian side of the line on 14 May 2026, none reported withdrawn, and ground operations continue.
Latest reviewUnchanged
Ground operations continued on the established pattern: checkpoints and detentions in Quneitra on 28, 29 and 31 October, artillery fire on farmland outside Saida al-Jolan on 28 October and a tank advance into Wadi al-Raqad on 31 October, by the state agency's account. No round, text, timetable or withdrawal arrangement, and no Israeli air, drone or missile strike.
Most of the province remains outside state control, its parliamentary seats vacant, its factions armed.
Latest reviewUnchanged
No reopening of the Sweida–Damascus highway was reported after the 24 October closure. A family dispute over a fuel outlet led to armed clashes in Sweida city on 29 October with civilians injured, by the state agency's account. Shuhayb in northern Sweida was among the sites of the Jordanian strikes of 26 October. No roadmap step, format, documented Israeli act, violence on the 2025 pattern or filled seat.
Not documented, and contested from three directions.
Latest reviewUnchanged
No personnel, system, instrument or acknowledgement at any airfield for 25 to 31 October. The merger of the Gaziantep University branch into Aleppo University, announced on 27 October, is a civil transfer.
Taiwan's defence ministry recorded 125 PLA aircraft entering the air defence identification zone in August 2026, less than half the August totals of 2024 and 2025.
Latest reviewMovement
Movement, no observable met. The ministry designated a fifth joint combat readiness patrol of October on 31 October, 22 aircraft with 18 across the median line and the western Pacific named as well as the strait's areas: the first month of 2026 above the run of two to four, and short of twice it. The daily reports from 25 to 31 October (06:00) counted 3 to 13 aircraft and 6 to 8 PLAN ships a day, and the one covering the patrol day 32 aircraft. No named exercise. The October air aggregate was not read.
Patrols east of Taiwan moved from exercise-only to standing in June 2026 and a named task group was rotated in on 4 July.
Latest reviewMovement
Movement, no observable met. On 31 October China Coast Guard 3102, with AIS off, entered the Pratas restricted waters at about 04:00 and, by Taiwan's coast guard account, called itself on a law-enforcement inspection patrol in Chinese-jurisdiction waters; the coast guard counts thirteen expulsions there in 2026 and reported the standoff continuing. Four ships entered Kinmen's restricted waters twice on 30 October; October closes with Kinmen entries on three days. No main-port inspection, boarding or closure area; eastern-patrol continuity not verified.
No Joint War Committee listing of Taiwanese waters has been recorded, in 2022 or since; hull war-risk cover for Taiwan-bound voyages remains on standard terms.
Latest reviewUnchanged
No closure area, boarding or rerouting of shipping reported by the defence ministry or the coast guard to 31 October. The war-risk listed areas and premium reporting were not read, so the check was limited.
The August 2026 throttling drills cut mobile data to about one per cent of capacity for roughly 17 million people and showed which layers survive: voice, SMS and emergency cell broadcast kept working; payments, banking, ticketing and app authentication did not.
Latest reviewUnchanged
No cable incident found in the window. The third Matsu cable repair is still not verified, and no payment-continuity measure or drill was found.
Taiwan imports almost all of its primary energy and the reserves are not one number: gas carries an 11-day security stockpile requirement rising to 14 by 2027, coal about 30 days with reported holdings above that, and oil a 90-day statutory reserve.
Latest reviewUnchanged
CPC left domestic fuel prices unchanged for the coming week. No LNG contract, stockpile requirement, reactor-review step or continuity exercise found in the window.
Held in public in Washington; enacted as law, not money, in Taipei.
Latest reviewUnchanged
No second F-16 Block 70 delivery on the ministry's Chinese release list to 31 October, and no US notification or decision on the held package found. No step on the special budget was found in the window.
No exercise, findings, intake or reserve-cycle figure in the window. The scale-change observable's reading now states that Lusheng No. 2 ran from 14 October and was terminated after nine days for weather; that is a correction of a stale reading, not new movement.
Declaratory and expanding, with no enforcement act of the kind the instruments describe.
Latest reviewUnchanged
The Taiwan Affairs Office's 28 October press conference named no measure against a person or firm, and its site was unreachable on 1 November for 29–31 October. Pakistan's brief closure of its airspace to Taiwanese airlines, cited to the one-China policy and reversed on 28 October, is not an act on a request under the instruments, so the third-state observable is not touched. No enforcement act, instrument or timetable.
Declared and partly funded. Japan's November 2025 statement on the possible use of force in a Taiwan contingency stands, and in February 2026 the defence minister announced Type-03 medium-range air-defence missiles for Camp Yonaguni during fiscal 2030, a unit of about one hundred, subject to construction. No published Japan–United States command arrangement for a Taiwan contingency and no published Japan–Taiwan security instrument has been identified. A Maritime Self-Defense Force destroyer transited the strait in 2026. Beijing's measures against Japan since November 2025 are recorded on the pressure relationship.
Latest reviewUnchanged
No deployment, command arrangement, Japan–Taiwan instrument or Self-Defense Force strait transit confirmed. Keen Sword 27 was scheduled to end on 29 October; no close-out release was read. Prime Minister Takaichi and Chancellor Merz restated the importance of peace and stability across the strait, and the US–Japan missile co-production agreement drew a PRC foreign ministry answer on 29 October framed on Japan's government, not on Taiwan, so it is not a PRC measure over Taiwan.
A commitment with institutions, a published text and no demonstrated procedure.
Latest reviewChanged
The condition still said no text was public, untrue since 20–21 October. Türkiye's Foreign Affairs Commission approved the approval bill on 27 October, and its deputy foreign minister said Saudi Arabia and Pakistan had completed ratification; the bill was not on the General Assembly agenda of 28 October. On 26 October the three signatories sent a joint delegation to Tehran. Not met: implementing-instrument; no invocation or named contribution.
Reached repeatedly, restored unevenly, and the alternatives reached too.
Latest reviewMovement
Movement in reach, unconfirmed: the Houthi movement claimed Ras Tanura on 27 and 29 October, and Bloomberg, citing an unnamed person, reported a fire near the terminal contained on 27 October; no Saudi or Aramco statement was found. No operator restart or repair statement on the east–west pipeline or Ras Laffan for an eighth review.
Movement in the channel, no text. A letter from the US Vice President, delivered through Qatar to the secretary of Iran's Supreme National Security Council, proposed talks with the nuclear programme on the table from the outset, as reported; the secretary said the tone had changed. Qatari mediators returned to Tehran on 30 October. No framework, schedule or written arrangement; OFAC's 29 October general licence amends no instrument.
A Saudi-backed offensive, under way. On 4 October 2026 Yemen's Presidential Leadership Council announced operations to retake all Houthi-held territory, and the coalition stated an air campaign with air cover for the Bab el-Mandeb strait. Government forces claim Dhubab and Mokha and the movement denies losing ground; on 10 October government sources said the waterway was not secured. Attacks on Riyadh's airport killed three on 8 October and twelve on 10 October, by Saudi account; the United States blames the movement. No truce instrument is in force; no mediated round is announced.
Latest reviewMovement
The Houthi movement claimed Ras Tanura on 27 and 29 October, with Rabigh, Abqaiq and the Riyadh and Dammam airports; Riyadh confirmed none. The coalition reported interceptions towards Riyadh on 29 and 31 October. Egypt's parliament authorised support at the kingdom's request on 26 October. Saudi strikes in Yemen are reported by Houthi media only. No channel act, truce, external strike or Makkah invocation.
Closed by judgment, not water: the strait remained physically passable.

Tankers were struck in the strait on 28, 29 and 30 October (UKMTO 186-, 187- and 189-26; Oman's account of the RITI), one by explosives a small boat fixed to its hull. The Revolutionary Guard claimed four tankers halted or mined; Central Command said the main routes were cleared. UKMTO counted 277 combined transits in the week to 28 October, about 70% below pre-conflict. No cover written, no régime, IMO unchanged.
No Council or Command decision, shared early-warning act or common rules found. The coalition reported Saudi interceptions on 29 and 31 October, naming no integrated structure. The authorisation vote was not checked.
Command converges at the top on the record: the Supreme Leader appoints both forces’ commanders, and the clearest restraint order of the war, on 8 April 2026, went to all branches in his name.
Latest reviewUnchanged
No material change. The Supreme Leader's order of 31 October, issued after he met the chief of staff of the armed forces and the army and Revolutionary Guard commanders, addressed the armed forces as a whole; no merged structure or stated authority was published.
Reviewed on the UN record, not the Agency's own pages, which returned a bot challenge. The Director General told the Security Council on 27 October that Iran has not provided the information and access needed to verify previously declared nuclear material (SC/16491). No inspection, resumed-verification statement or accountancy; a Qatari proposal reported to cover inspections is a proposal.
A declared blockade, a changed shore, no established closure.
Latest reviewUnchanged
No material change. UKMTO's overview of 30 October reports no attack on shipping in the Red Sea or Bab el-Mandeb since 24 August, and transits 24% below their level before the 22 July blockade announcement. Suspected pirate approaches in the Gulf of Aden on 28 and 30 October are not shown to be conflict-linked. Found late: Belgium confirmed that a French frigate downed a missile approaching its minehunter Primula near the strait in mid-October; unclaimed, and not an attack on commerce.
A confirmed physical event with a disputed attribution.
Latest reviewUnchanged
No investigation report, forensic evidence or change of position on the March strike. The Houthi claims of 27 and 29 October concern new attacks and do not bear on its attribution.
NATO’s Black Sea presence increase of November 2018 was framed around situational awareness rather than ground forces, and the two forward formations in Bulgaria and Romania rehearse brigade-level reinforcement rather than standing at it.

At baseline the manned series held twelve confirmed entries from February 2022, mostly in the eastern Gulf of Finland and on the Estonian frontier, and the uncrewed series sixteen from September 2025 across six Allies; three more followed by 27 September 2026, none a change in kind.

Romania's ministry stated that two drones entered the north-east on the evening of 31 October, its first published entry after 17 October; one left and the other was last seen between Vaslui and Bacău. Recurrence in a state and region already recorded, not a new kind or a new state. No joint Lithuanian-Polish finding on Pasvalys and no Latvian statement of entry for the Alūksne crash was found. No Article 4 consultation.
The decisions of 2022, 2023 and 2025 have been adopted and are being implemented on published schedules: nine formations stood up, the Force Model transition completed on 1 July 2024, regional plans approved in July 2023, command leadership redistributed on 6 February 2026 for incremental implementation, and a five per cent investment commitment agreed in June 2025 with a 2029 review.

Reviewed, no material change. The trilateral coordination mechanism Bulgaria, Romania and Türkiye agreed on 28 October is a regional coordination arrangement among three allies, read under Black Sea access, not a change in contributions, a caveat or a dispute. No formal hold or missed implementation date was found.
Civilian systems across the flank are functioning.

Reviewed, no material change. Romania alerted the population of six north-eastern counties on 31 October during the drone entry, ending at 19:19, an activation of the existing warning system. No host-nation support arrangement or resilience-performance publication was read.

Reviewed, no material change. Found late: Lithuania's defence minister said on 14 October that up to 100 US personnel were at Pabradė, with two battalions due in place by mid-November (Stars and Stripes, 15 October). The rotation is arriving, not in place, and no formation changed scale, framework nation or contributors.
The Baltic rail corridor is under construction to European standard gauge, against an existing network built to 1,520 mm.
Latest reviewUnchanged
Reviewed in a limited check, no material change: no revised Rail Baltica programme, NATO logistics milestone or host-nation support arrangement was read; a Latvian broadcaster item of 30 October on a pending Rail Baltica decision was seen as a headline only.
The United States frames the Poland formation, holds the Supreme Allied Commander Europe post and retains Allied Land Command and Allied Air Command after the February 2026 redistribution, under which the United Kingdom took Joint Force Command Norfolk on 24 September 2026.
Latest reviewUnchanged
Reviewed, no material change. The first US personnel of the rotation to Lithuania were reported at Pabradė in mid-October, with two battalions due by mid-November; a rotation replacing the one that left in June is not a published US posture change. No command-post, framework or funding-share change was found.
Since 1 August 2026 the Baltic mission is an air defence mission, not air policing: same rotation and bases, a mandate covering drones and cruise missiles, and by ministers' account pre-authorised engagement.

Reviewed, no material change. Bulgaria's stated entry into NATO's low-altitude air-threat project by 30 October was not found confirmed; Romania's minister asked in Sofia on 28 October for NATO support for surveillance, early warning and counter-drone capacity, which is a request. Romanian F-16s on air policing flew against the 31 October entry, an existing arrangement. Counter-uas-measure is not met and no delivery names a receiving force.
Both governments describe a Regional Troops Grouping of Belarus and Russia, exercised as Zapad-2025 from 12 to 16 September 2025 and supervised by the Belarusian general staff.

Reviewed in a limited check, no material change. The Latvian broadcaster's defence index carried no damage report for 25-31 October; no undersea search was run and operator fault notices were not swept.
Kerem Shalom is the only operational cargo crossing (OCHA, 2 October 2026); Zikim has been closed since 24 May 2026, and no Erez goods terminal had opened by 8 October (Gisha).

OCHA counted 343 commercial truckloads collected in 19–25 October, 9 per cent more than in 12–18 October, naming no crossing and giving no split between Israel and Egypt, so resumption of the channel from Israel is not established. 16 of 17 fuel-only bakeries were operational on 26 October. None of the four observables is met: Kerem Shalom is still the only goods crossing on record, and there is no published rule change, no NGO list and no new IPC analysis.
Reported, contested and unattributed. Reuters reported on 7 October, citing two sources, $200m from Iran to Hezbollah in September for the displaced; the State Department says the money "is not there". The US Treasury on 20 August named a courier network carrying cash on commercial flights between Lebanon, Türkiye, the UAE and Iran, and re-designated Hizballah as IRGC-QF-controlled, a US claim. Lebanese forces seized explosives on 1 October, in the week before 12 October and on 12 October; Lebanon ties none to Iran. The flight ban is not reported lifted. No primary evidence of Iranian transfers to Hamas or PIJ since 2025 is found.

Evidence, no observable met. The 30 October charges name party members, and an unnamed judicial source gives delivery in Baalbek and receipt in Beirut's southern suburbs, but the charge sheet was not read and no state text read ties the consignment to Iran or to a supply line in the state's own words. The Bank Saderat decision is still unread; the Palestinian register is still empty.
Decided, in part implemented. Area C land registration is assigned to the Justice Ministry (15 February 2026); no title notice for a named block has been found, and on 15 September the Jerusalem District Court temporarily halted the ministry's tender for an operator. The E1 tender's bid deadline of 19 October stands, with award postponed past the 27 October election by the Attorney General; the same court declined to halt it on 8 September. No sovereignty bill has advanced in 2026, and the Knesset is dissolved. The UN records a first seizure in Area A for a settlement road, near Qabatiya. Higher Planning Council approvals continue.

Evidence, no observable met. Al Jazeera reports Israeli officials threatening to accelerate Area C demolitions under measures the finance minister approved after the 23 October attack; no text of the measures was read. No title-settlement notice, Knesset reading, Higher Planning Council approval, E1 outcome or Area A/B seizure order was found.
Closed. The closure orders for Tulkarm and Nur Shams run to 30 November 2026; no end date for the Jenin order has been found. On 11 October the High Court ordered the Defence Ministry and the IDF to submit a timetable for residents' return by 23 November, accepting that conditions do not now permit return and ordering no immediate return. The Defence Minister said on 12 October that the IDF stays in the camps. UNRWA counted 34,176 people still displaced in August 2026; no return has been recorded.

The three camps are still closed, with the court timetable due 23 November and the orders running to 30 November; no withdrawal, UNRWA return or new order in the camps was found. The Hebron operation is outside this question.
No committee entry into Gaza, contingent approval, force contingent inside or police cohort was found; the civil service is not reported under the committee.
No weapons are handed over or certified decommissioned, and the line has moved forward, not back.
Latest reviewUnchanged
No handover, no verification committee constituted and no Israeli statement or UN map of a changed line was found. The Gaza Ministry of Health, a party, counts 1,559 killed since the ceasefire, including 42 added retroactively (via OCHA, 29 October).
One zone has run the sequence. On 20–21 July the Lebanese army deployed into Froun, Srifa and Zawtar al-Gharbiyeh as Israeli forces left them; no further zone has been named and no Israeli withdrawal beyond the edge of Zawtar is reported. Movement since has gone the other way: the IDF announced operational control of the Ali al-Taher ridge near Nabatieh on 3 September. The UN describes the Israeli-held area as up to 10 km deep and about 55 villages. The last round met in Rome in early August; a Tampa round on 20–22 October is reported, not officially confirmed. UNIFIL has detected no Hezbollah projectile fire since 21 June.
Latest reviewUnchanged
No government readout of the Tampa talks was found; on 29 October President Aoun said Lebanon's demands (truce, withdrawal, demarcation, prisoners) had not been met (Naharnet). No zone handed over, no Israeli advance announced, no UNIFIL detection of Hezbollah fire and no counted return.
No successor decided. Resolution 2790 ends UNIFIL's operations on 31 December 2026, with withdrawal within a year after; the Council has not acted on the Secretary-General's options of 1 June, and an exceptional six-month postponement of the drawdown is reported under discussion against US reluctance. UNIFIL numbers about 7,500 from about 50 countries. It handed its Khardali position to the LAF 7th Brigade on 20 August. The EU established EUSM Lebanon on 12 October, a training mission it says is not a UNIFIL replacement. The 2024 Mechanism has been suspended since 18 March; the MCG4L publishes nothing.
Latest reviewUnchanged
No Council decision, contributor withdrawal, position handover, EUSM deployment or monitoring channel was found. Speaker Berri (29 October) and President Aoun (27 October) warned against ending the mission (Naharnet).
Four consecutive windows without an establishing instrument for a reorganisation that reporting describes as under way is a finding about a state that announces structures it has not decreed, and each further window is added to the count.

The absence of a listing through the Justice Mission exercises and the record coast guard presence of 2026 is the market's own reading of the threshold, and it is recorded each review because a listing is the one commercial event that cannot be reversed by the next week's announcement.

Each window in which the checkpoint stands ready and closed is a finding about a decision withheld rather than a capacity lacking, and the run of such windows is the measure of how firmly Ankara holds the border to Baku's timetable.
A window in which nothing new is reported is evidence about VISIBILITY, not about presence, and this object is written so that the distinction survives repetition. The subject is fifteen people who do not fight, are photographed by nobody but the outlet that found them, and are not acknowledged by their own government — a thing whose absence from the record and whose presence in the field look identical from outside. A quiet quarter here means the claim has not strengthened. It does not mean it has weakened.

Joint live-fire firings are annual events, and most windows carry no evidence either way. The quiet finding is the interval: each exercise account that describes the chain connected and says nothing about it degraded is another instance of the same boundary.

Each Board cycle without an inspection lengthens the period the Agency cannot account for, and the accountancy gap grows with the calendar whether or not anything else moves.
A window with no ambush and no withdrawal is a window in which the columns moved, and after a year in which four posts were left unsupportable that is a finding about the road, recorded each time it holds.

A window with no renewal, filing, withdrawal or new order recorded is the camps staying closed under the instruments already in force. With the court's filing date and the order expiry three weeks apart, quiet reviews before 23 November are the ordinary run and are recorded as continued closure rather than as nothing.
A window in which no body enters is recorded as a finding, because the gap between appointment in January 2026 and presence on the ground is the measure by which the 2803 arrangements are judged, and a run of quiet reviews dates how long that gap has held and under which Israeli government.
A window in which none of the six observables moves is evidence about the break holding in every register the module can see, and it is recorded as that rather than as nothing, because the absence of a presence and the invisibility of one look identical from outside and only the run of quiet reviews across all three registers separates them.
A window in which no transfer, deduction amount, salary month, disbursement or service decision appears is itself the reading: the Authority continuing to operate on deferred obligations to its staff, suppliers and banks. The run of quiet reviews is the measure of how long that continues, and it is recorded as that rather than as nothing.

Each quiet review is a finding that a personal arrangement under open discussion of its own end has held for another week, and the length of the run is the one measure the module publishes about it.
A window in which no position is lost is not the same as a window in which one is regained. This question's quiet finding is the absence of a return: every review in which nothing goes back is another interval added to a pattern that began in mid-2025, and the interval is the evidence.
A window with no handover and no movement of the line is recorded as the standoff holding, because the two parties' opposite orders are a stable condition rather than a pause, and the run of quiet reviews across the 27 October 2026 Israeli election and the Board's November report shows whether either order changed with them.
A month in which Moscow says nothing about Mali, answers no conduct case and moves no post is the pattern the Note described, and each such window is evidence that statements follow successes and silence follows losses.
With a fixed end date, a review in which the Council does not act is a finding about the date approaching undecided, and it is recorded as that; the run of quiet reviews is itself the record of how close to 31 December the successor question was left open.
Both facilities operating under unpublished terms, with crude arriving and no demand made, is the arrangement holding by default — and each window in which no term is published and no demand is made is recorded because the default is the finding.

Each window in which the instruments widen and none is enforced is a finding about a framework that accumulates legal reach it does not yet use, and the run of such windows is the measure the module keeps of the gap between what the laws claim and what they do.
A month at the recorded rate with no town changing hands is the attritional finding restated with evidence, and after two years in which each side's theory of victory has gone undemonstrated the run of such months is the measure the module publishes about the ground war.
A review in which no zone moves is a finding about the Framework rather than an absence of news: the instrument sets no timeline, so stillness is its working state, and only the run of quiet reviews shows whether the July zone was a beginning or the whole of the sequence so far.

Resolved by the subject's dissolution. The military half of the January 2026 agreement was declared complete on 20 August and the SDF dissolved itself on 25 August 2026; whether integration holds in practice — named commands, payrolls, civilian files, camp custody — is the successor question. Nothing in the closure establishes that the civilian files moved or that the constitutional guarantees exist.
