NATO Eastern Flank
A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.

Finland acceded in April 2023 and Sweden in March 2024.
A multi-corps land component command became operational at Mikkeli in September 2025, with staff from six nations and a stated growth from eight towards about fifty. NATO established the ninth formation in Finland in June 2026, naming the Mikkeli command as its lead command; the Swedish Armed Forces publish its headquarters at Rovaniemi and Sweden's contribution as a battalion battle group based at Boden. Finnish and Swedish fighters flew their first joint operational identification mission on 24 September 2026, directed by the Finnish Air Operations Centre.

01Test
Growth or change in the Mikkeli land component command
Its staffing trajectory is published by the host service and is the measure of how far northern integration has gone.
02Test
Publication of the Finland formation’s garrison, lead unit or headquarters
The headquarters seat, Rovaniemi, was published by the Swedish Armed Forces in July 2026, before this question opened. No lead unit or garrison in Finland is published, and NATO has published none of the three.
03RecordedMet
Published air or maritime integration arrangements in the north
Including any extension of air policing arrangements to the Nordic states.
04Test
Northern infrastructure or host-support arrangements
Published by the host states; the northern reinforcement geography is thinly documented.
05Test
An exercise that tests a mechanism not previously tested
Only where the mechanism is new. The number of exercises is not an indicator and is never counted here.
1 of 5 test has been recorded as met. “Met” states that the evidence appeared, not that the development was favourable.
