Global weekly brief — 1 November 2026
Across the coverage this week, several decisions were taken on paper that stop short of what they decide. Armenia's parliament ratified the TRIPP framework agreement with the United States; it is not in force, and the route has no published alignment, contractor or financing. A Turkish parliamentary commission approved the Makkah Agreement, which still needs a General Assembly vote, and its three signatories went to Tehran together as diplomats. Algeria's parliament authorised army units for Niger, and by the cutoff no deployment was confirmed. Lebanon's Military Court prosecutor charged 13 people over the seized explosives, eleven of them in absentia. In the western Black Sea the allied answer gained names, a French patrol aircraft under national command and a coordination mechanism of the three littoral allies, while sea drones struck a ninth merchant ship. The one agreement carried through to its purpose was the narrowest: the Oleshky ceasefire held through an aid delivery and an evacuation, with no text, no named monitor and no official count. Syria and Taiwan published reviews and are not elevated.
