Are maritime access and security arrangements in the western Black Sea changing?

Romania's ministry published on 27 October a French Atlantique 2 at Mihail Kogălniceanu from 18 October to 6 November, sent at Romania's request under national French tasking; on 28 October Bulgaria, Romania and Türkiye agreed a trilateral coordination mechanism, and the same day sea drones struck the container ship Contship Jet in Bulgaria's economic zone. Allied-maritime-posture is not met: two patrol aircraft, one time-limited and one of unestablished tasking, and no standing naval deployment. No investigation has published the Khoryv's cause.

Brief itemRomania published the first allied patrol aircraft with a stated tasking, a French Atlantique 2 under national command to 6 November, and the three littoral allies agreed a coordination mechanism

Is the pattern of entries into allied sovereign airspace changing in kind, spread or recurrence?

Romania's ministry stated that two drones entered the north-east on the evening of 31 October, its first published entry after 17 October; one left and the other was last seen between Vaslui and Bacău. Recurrence in a state and region already recorded, not a new kind or a new state. No joint Lithuanian-Polish finding on Pasvalys and no Latvian statement of entry for the Alūksne crash was found. No Article 4 consultation.

Brief itemTwo drones entered north-eastern Romania on 31 October, Romania's first published entry in two weeks, and one was last seen inside the country

3 local entriesrecord-specific tests on the module’s standing watch list
  • Is a ground-based or counter-drone system stated to serve NATO's air defence mission?

Beside the Watch question on integrated air and missile defence depth. The baseline at 1 October 2026 is that only one allied ground-based unit in the Baltic states — Spain's NASAMS in Latvia — is described by its owner as integrated into NATO's air defence network. What would count is a NATO or national statement that a named system at a named force serves the mission. A contract, a delivery or a renamed mission is not that.

  • Do the flank's contracted programmes reach named forces on their announced dates?

Beside the Watch question on industrial delivery. The module keeps announcements, contracts, deliveries and fielding apart on its equipment and industry records — the K2 second batch, the K9 for Finland, the Type 212CD, Poland's counter-drone system. What would count is a receiving ministry stating a delivery or a fielding; a manufacturer's target is recorded as a target.

  • Does the EU's next budget fund the Rail Baltica main line?

Beside the Watch question on reinforcement mobility. Since 22 September 2026 the main line's operating date rests on the 2028–2034 EU budget and on at least 10 billion euros the three Baltic governments said they would seek. What would count is a funding decision in that budget; a national section date is a schedule, not money.
