A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.

The North Atlantic Council stated in May 2024 that Russia is conducting hybrid activities against Allies, naming seven of them.

National cases sit at very different rungs. An Estonian court convicted two men of arson and found the principal was tasked by Russian military intelligence; a Lithuanian court convicted an arsonist on a prosecutor’s attribution; a Czech court convicted one with no attribution at all; a Polish prosecutor charged a railway sabotage in absentia three days after the act. A parcel trial opened in Vilnius in April 2026 without a verdict; a German court in August 2026 convicted one man and acquitted two.

  1. 01Test

A further collective statement by the Council

The May 2024 statement is the alliance’s own framing; a second would indicate whether the pattern is assessed as continuing or intensifying.

  2. 02Test

A charge converting to a verdict

Each verdict moves a case up the ladder. The ladder is the record and the module holds the case list.

  3. 03Test

An incident of a form not previously recorded on flank territory

Form matters more than count here: arson, parcel devices and railway sabotage are different capabilities.

  4. 04Test

The interval between an incident and its highest official act

Measured case by case from published dates. About fourteen months at the median, with a range from three days to nearly two years.
