A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.
Where it stands
Standing assessment
Current assessment
Moderate confidenceAs of
At baseline the manned series held twelve confirmed entries from February 2022, mostly in the eastern Gulf of Finland and on the Estonian frontier, and the uncrewed series sixteen from September 2025 across six Allies; three more followed by 27 September 2026, none a change in kind.
September 2025 affected seven Allies, two invoking Article 4, and NATO answered with Eastern Sentry. The standing response then changed form: on 1 August 2026 Baltic Air Policing became an air defence mission covering drones and cruise missiles, with Eastern Sentry's assets folded into it.
Latest reviewMovement observed
Romania's ministry stated that two drones entered the north-east on the evening of 31 October, its first published entry after 17 October; one left and the other was last seen between Vaslui and Bacău. Recurrence in a state and region already recorded, not a new kind or a new state. No joint Lithuanian-Polish finding on Pasvalys and no Latvian statement of entry for the Alūksne crash was found. No Article 4 consultation.
New evidence bears on the question; the assessment holds. The condition stands as of .

What would change the assessment3 assessment-change conditions · qualitative, as the record states them
A confirmed entry in a state with no previous case.
A change to the standing air-policing mission rather than an addition alongside it.
An official state attribution for an uncrewed entry.
Observables6 named · 1 met · “met” describes evidence, not success
01Test
A confirmed entry in a state not previously affected
The geographic spread is the clearest signal available, and each state publishes its own confirmations.
02RecordedMet
A change in the form of the allied response
Every adaptation since 2014 has been additive. A change to the air-policing rotation, basing model or mission scope would be a change of kind.
03Test
A further Article 4 consultation over an airspace event
Two were requested in September 2025. Each is a published alliance act with a date.
05Test
A state’s own running count of violations
Estonia states a running count per case, which is the reconciliation device for the manned series and the only official denominator available.
06Test
Changes in how states describe the origin of uncrewed entries
Latvia says a foreign drone entered through Russian electronic-warfare effects; Estonia says likely Ukrainian. A change in that language is a change in what is being established.
1 of 6 test has been recorded as met. “Met” states that the evidence appeared, not that the development was favourable.

Brief item Two drones entered north-eastern Romania on 31 October, Romania's first published entry in two weeks, and one was last seen inside the countryReviewed in 2026-11-01
Movement observed
Lithuania's government identified the drone that entered on 18 October and exploded in Pasvalys district as Ukrainian and carrying explosives, and Kyiv apologised, citing possible Russian jamming; the route through Poland is disputed and a joint Lithuanian-Polish investigation has no findings. A change in how one state describes one entry's origin, as in the Finnish precedent, not a new kind; uav-origin-language is not met. Lithuania opened talks with NATO on engagement without visual confirmation. No Romanian entry after 17 October, no new state and no Article 4 consultation.
Brief item Lithuania identified the drone that exploded in Pasvalys district as Ukrainian, and Kyiv apologised; its route through Poland is disputedReviewed in 2026-10-25
Movement observed
Romania's defence ministry recorded uncrewed entries on 14 and 15 October, called aerial targets in the same-day releases and identified as uncrewed aircraft in its 17 October update, and on 17 October Romanian F-16s shot down two Geran-family drones over the territorial sea. Recurrence in a state already affected, with a response already used in July. No new state, no Article 4 consultation and no change to the air defence mission.
Brief item Romania recorded uncrewed entries into its airspace on three days of the week and shot down two attack drones over its own territorial seaReviewed in 2026-10-18
Movement observed
No entry by a Russian state or uncrewed aircraft was confirmed between 4 and 10 October; Romania reported three alerts with no entry. Found late and now recorded: Finland's defence ministry announced suspected manned violations on 27 May and 20 August 2026. No new state, no Article 4 consultation and no change to the air defence mission.
Brief item Two suspected Russian violations of Finnish airspace in 2026, in May and August, were found late and are now recordedReviewed in 2026-10-11
Movement observed
Romania confirmed one entry, by an aerial target it did not identify, on 27 September, taking the uncrewed series to twenty (wording corrected 25 October 2026); no manned entry. Russian drones struck beside Poland's Dorohusk crossing on Ukrainian territory with no Polish violation stated. Poland replaced visual with sensor-based identification before engagement, reported applied from 1 October: a national change, not NATO's. No new state, no Article 4.
Brief item Poland announced it would stop requiring visual identification before engaging aerial objects, after Russian drones struck beside the Dorohusk crossing without entering Polish airspaceReviewed in 2026-10-04
Observable met
The change of form this question named was met before it opened, and the baseline and the 27 September review both missed it: agreed at Ankara on 8 July 2026, the air defence mission replaced Baltic Air Policing on 1 August, with the same rotation and bases and a mandate covering uncrewed aircraft and cruise missiles. The German fighters at Lielvārde in September were added to that mission, not to air policing. The omission is recorded in the corrections log.
Observable A change in the form of the allied responseAnalytical Note Baltic air policing became air defence. The layers beneath it are still arriving
Movement observed
Three entries after baseline, none a change in kind. A Russian Mi-8 crossed from Kaliningrad north of Braniewo on 23 September, the first Polish case in the manned series over land rather than territorial waters, and Romania confirmed entries on 24 and 26 September, the second by an aerial target it did not identify (wording corrected 25 October 2026). No new state was affected, no Article 4 consultation was requested, and the German fighters sent to Latvia for its election were added alongside air policing rather than changing it.
Brief item A Russian helicopter crossed Poland's land frontier with Kaliningrad, and Romania confirmed two drone entriesReviewed in 2026-09-27
