A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.

Kerem Shalom is the only operational cargo crossing (OCHA, 2 October 2026); Zikim has been closed since 24 May 2026, and no Erez goods terminal had opened by 8 October (Gisha).
Israel's current dual-use list is unpublished; the Norwegian Refugee Council reports dual-use items from Jordan capped at 15 trucks a week and cement, timber and metal sheeting blocked. Which international NGOs operate after the June 2026 registration deadline is not established. The latest IPC analysis, the 23 July 2026 snapshot for April–June, classifies every governorate in Phase 3 and none in Phase 5; no later analysis was found.
Latest reviewMovement observed
OCHA counted 343 commercial truckloads collected in 19–25 October, 9 per cent more than in 12–18 October, naming no crossing and giving no split between Israel and Egypt, so resumption of the channel from Israel is not established. 16 of 17 fuel-only bakeries were operational on 26 October. None of the four observables is met: Kerem Shalom is still the only goods crossing on record, and there is no published rule change, no NGO list and no new IPC analysis.

What would change the assessment4 assessment-change conditions · qualitative, as the record states them
A second cargo crossing in operation
Assessment effectends the single point of entry and changes how goods reach northern Gaza, now supplied from the southern gate.
A published dual-use list or a change to the shelter and Jordan caps
Assessment effectmakes the item rules readable from the rules themselves rather than from what agencies report denied, and changes what the winter shelter response can bring in.
A published list of international NGOs ordered to cease, or a reversal of the rules
Assessment effectchanges who delivers the food, shelter and nutrition treatment those organisations stated they provide.
A new IPC analysis classifying any governorate in a different phase
Assessment effectreplaces the July snapshot as the measure of what the access regime's output amounts to for people, whichever direction it moves.

01Test
A second cargo crossing in operation
OCHA recording Zikim, an Erez goods terminal or Kissufim carrying cargo — operation, not a stated intention or a target date.
02Test
A change to the dual-use rules
A published list, a changed cap or offloading rule, or an item class admitted or newly refused, reported by Israel, the UN or a cluster.
03Test
The INGO registration regime applied or changed
A published list of international NGOs permitted or ordered to cease, a named organisation stopping work under the rules, or a change to the rules or their enforcement.
04Test
A new IPC analysis classifies a governorate differently
A new IPC analysis or Famine Review Committee finding placing any governorate in a phase other than Phase 3, in either direction, or classifying the area near the Israeli-held line that the July snapshot excluded.

Brief item OCHA counts 343 commercial truckloads in the week of Israel's resumption announcement, without saying where they entered or where they came fromReviewed in 2026-11-01
Movement observed
COGAT's 19 October announcement that commercial shipments would resume gradually is recorded (Reuters); by 24 October no source read names a crossing or counts commercial trucks entering, and Gisha's page, still dated 8 October, has Kerem Shalom as the only goods crossing. WFP's 19 October cut to 1.1 million people is a funding decision, not an access change. None of the four observables is met: no second crossing, no published rule change, no NGO list, no new IPC analysis.
Brief item WFP cuts Gaza food assistance by a third for lack of funds, and commercial entry is announced but not countedReviewed in 2026-10-25
Movement observed
First owed review against the launch baseline. COGAT announced on 14 October that commercial goods from Israel had stopped entering, citing a merchants' decision of 13 October over a Hamas fee; the truckers' union says Israel imposed it, and aid trucks and Egypt-origin commercial trucks continued (Reuters, 15 October). No source read names the crossing or reports resumption by 17 October. None of the four observables is met: no second crossing, no published rule change, no NGO list, no new IPC.
Brief item Commercial goods from Israel stop entering Gaza, and the parties dispute who stopped themReviewed in 2026-10-18
Baseline
Opened by the Levant P6 monitoring pass. Baseline is one operational cargo crossing since 24 May 2026, an unpublished dual-use list with NGO-reported caps, an INGO registration regime upheld by the Supreme Court on 19 May 2026 whose application after June is not established, and the 23 July 2026 IPC snapshot as the latest classification.
