Pressure and statements on both sides, and no act that changes the tie.
Armenia remains a full EAEU member and has lodged no withdrawal or EU application. The other four members asked on 29 May 2026 for a referendum and commissioned a report on suspending the Treaty for Armenia for the December 2026 council. Russia restricted most Armenian food and plant imports from 12 June and dairy from 27 July, and on 27 May put the 2013 duty-free gas agreement in question in writing. The EU suspended duties on most Armenian exports on 24 September.

What would change the assessment4 assessment-change conditions · qualitative, as the record states them
A Supreme Council decision on Armenia's standing
Assessment effectwould move the dispute from the members' statement to the Union's own act.
A lodged EU application or an Article 118 notice, either of which would make Armenia the party that acted.
A suspended or denounced gas agreement
Assessment effectwould turn the most consequential threat on record into an outcome.
The Russian restrictions lifted without any Armenian step
Assessment effectwould weaken the reading that market access is being used as pressure rather than regulation.

01Test
The December 2026 Supreme Council's treatment of Armenia
The report the Astana statement commissioned on suspending the Treaty's application to Armenia, and any decision the council takes on it — the dated meeting at which the other members said they would consider the question.
02Test

A formal application by Armenia for European Union membership, as distinct from the 2025 law beginning an accession process or a statement that an application is coming.
03Test

Written notice under Article 118 of the Treaty, from which withdrawal takes effect twelve months later — the one act that ends membership on Armenia's own initiative.

The Russian restrictions lifted, widened or ruled on
Rosselkhoznadzor lifting the 2026 restrictions or readmitting categories of Armenian goods, extending them to new ones, or a finding by the Eurasian Economic Commission on Armenia's complaint.

No material change
Nothing since the 20 October report: the Supreme Council has not met, and no gas-terms change, EU application, withdrawal notice or new restriction was found.
Weekly Brief Caucasus developments — 1 November 2026
Movement observed
The report commissioned at Astana was sent to the Supreme Council's members on 20 October under the four heads of government's appeal and published. It concedes the Treaty has no suspension mechanism and names a joint decision under general international law as an option. The council has not met and decided nothing; no gas, application, notice or restriction change.
Brief item The other EAEU members' report concedes the Treaty has no way to suspend Armenia, and grounds a joint suspension in general international lawReviewed in 2026-10-25
No material change
No gas-terms change, no application or withdrawal notice, and no Russian restriction found lifted or widened, on a check that did not search the inspectorate's own notices. Russia's ambassador spoke of "a new balance" in relations; Kyrgyzstan's president visited Yerevan without an EAEU item.
Weekly Brief Caucasus developments — 18 October 2026
Movement observed
The EU regulation was published in the Official Journal on 9 October and entered into force on 10 October, applying until 11 October 2028. It is the Union's act, not Armenia's; no Russian restriction lifted or widened, no gas change, no application or notice.
Brief item The EU's tariff relief for Armenian exports is now law until October 2028; it changes Armenia's options, not its membership of the Russian-led unionEvent The EU opens its market to Armenian produce shut out of RussiaReviewed in 2026-10-11
No material change
No Russian restriction lifted or widened, no change to gas terms, no Armenian notice or EU application. The EU trade regulation's publication in the Official Journal was not located in the window, so its entry into force is not recorded. The December council remains the next dated observable.
Weekly Brief Caucasus developments — 4 October 2026
Baseline
Opened from the Analytical Note of 28 September 2026. At baseline no observable is met: the December council has not met, no application or notice has been lodged, the 2013 gas agreement stands, and the restrictions of June and July are in force with Armenia's complaint unanswered. The gas outage of 15–25 September was the pipeline's recurring maintenance window and changed no term.
Analytical Note Russian leverage over Armenia: the market was the lever pulled; gas is the one Armenia cannot yet replace
