A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.

Moderate confidenceAs of

No verified transfer since the ceasefire.

No LAF-announced takeover of a Hezbollah depot or weapons, and no UN-verified handover, has been found after 19 June. The cabinet decisions of 5 and 7 August 2025 and 2 March 2026 stand, with no new decision on arms since June; the Justice Minister called them irreversible on 30 September. Naim Qassem refused on 27 September to surrender weapons and on 6 October offered to cooperate on "weapon containment" within constitutional frameworks, Israeli withdrawal first and with no timetable. Qassem remains Secretary-General; the last senior death Hezbollah confirmed was on 1 April.

Observed

Evidence, no observable met. On 30 October the government commissioner to the Military Court charged 13 people over the Dahr al-Baidar explosives, two in custody and eleven in absentia (state news agency, via Naharnet); MTV named two as Hezbollah security officials. A judicial charge is not a cabinet timetable, phase, army report or reversal, no army takeover of Hezbollah weapons was reported, and no named Hezbollah official accepted a transfer.

What would change the assessment4 assessment-change conditions · qualitative, as the record states them

  1. A takeover of Hezbollah weapons by the Lebanese army after 19 June, announced by the army or verified by the UN

Assessment effectis the verified disarmament the Framework names as the trigger for Israeli redeployment and gives levant/lebanon-zone-sequence its first condition met.

  2. Hezbollah's leadership accepting a timetable or the army's plan

Assessment effectturns "containment" from a formula into a commitment and changes whether the transfer runs with Hezbollah or around it.

  3. A cabinet decision suspending or rescinding the arms decisions

Assessment effectreverses the state's own commitment and is a different finding from Hezbollah refusing it.

  4. A seizure of arms, explosives or cash on Lebanese territory

Assessment effectbears on supply rather than transfer and is read on levant/iranian-support-arrival, not here.

Brief item Lebanon's Military Court prosecutor charges 13 people over the seized explosives, eleven of them in absentia, and the case stays out of the Judicial CouncilReviewed in 2026-11-01

  2. Movement observed

Evidence, no observable met. A judge ordered two Hezbollah officials to appear over the Dahr al-Baidar explosives on 20 October (AFP); no appearance was reported by 24 October. On 22 October the cabinet postponed referring the case to the Judicial Council until the investigations are completed (Naharnet). Neither is a timetable, a new phase, an army progress report or a reversal, and no named Hezbollah official accepted a transfer.

Brief item Lebanon summons two Hezbollah officials over the seized explosives, then defers the strongest judicial forumReviewed in 2026-10-25

  3. Movement observed

Evidence against transfer, no observable met. On 15 October Hezbollah MP Hassan Fadlallah said the Dahr al-Baidar cargo belongs "to the resistance" and demanded its return, a restatement of the refusal rather than a change of stance. No army takeover of Hezbollah weapons and no cabinet step was found. A 17 October judicial raid on a Dahieh depot (medicines, single-source) is context only.

Brief item Hezbollah claims the explosives Lebanon seized, while the state still names no ownerReviewed in 2026-10-18

  4. Baseline

Opened by the Levant P6 monitoring pass. Baseline: no verified takeover of Hezbollah weapons after 19 June, the cabinet decisions of August 2025 and March 2026 standing without a newer step, Qassem's refusal of 27 September and conditional "containment" offer of 6 October, and no senior leadership change found since 1 April 2026.
