A Watch question is not a forecast. It names the evidence that would change an assessment and records what each review found — including the reviews that found nothing moved.

One zone has run the sequence. On 20–21 July the Lebanese army deployed into Froun, Srifa and Zawtar al-Gharbiyeh as Israeli forces left them; no further zone has been named and no Israeli withdrawal beyond the edge of Zawtar is reported. Movement since has gone the other way: the IDF announced operational control of the Ali al-Taher ridge near Nabatieh on 3 September. The UN describes the Israeli-held area as up to 10 km deep and about 55 villages. The last round met in Rome in early August; a Tampa round on 20–22 October is reported, not officially confirmed. UNIFIL has detected no Hezbollah projectile fire since 21 June.

Latest reviewNo material change

Observed

No government readout of the Tampa talks was found; on 29 October President Aoun said Lebanon's demands (truce, withdrawal, demarcation, prisoners) had not been met (Naharnet). No zone handed over, no Israeli advance announced, no UNIFIL detection of Hezbollah fire and no counted return.

What would change the assessment4 assessment-change conditions · qualitative, as the record states them

  1. A second zone vacated by Israeli forces and entered by the Lebanese army

Assessment effectshows the sequence running beyond its pilot and turns the forward defence line from a fixture into something being reduced.

  2. A further Israeli advance or a declared extension of the line

Assessment effectconfirms the direction since July as consolidation rather than redeployment and fixes what UNIFIL leaves behind on 31 December.

  3. UNIFIL detecting Hezbollah fire

Assessment effectends the separation of the front on which the state-to-state sequence rests and moves the question from implementation to the ceasefire itself.

  4. An official count showing residents back in the pilot villages in numbers

Assessment effectis the first evidence that the sequence changes conditions on the ground and not only positions on a map.

  1. 01Test

A further zone vacated by Israeli forces and entered by the Lebanese army

A named locality or position the IDF leaves and the LAF deploys into, announced by the United States, the MCG4L, the LAF or the IDF — the Framework's own act, of which the July pilot zone is the only instance.

  2. 02Test

Israeli forces taking a new position beyond the area they held

A named height, locality or site brought under IDF control, stated by Israel or reported by the UN. The Ali al-Taher ridge, announced on 3 September, is the precedent and the reverse of the sequence.

  3. 03Test

A Framework round held, with its venue and outcome

A meeting of the Israeli and Lebanese delegations under the Framework, confirmed by a participating government, with what it agreed or that it agreed nothing. A reported or scheduled round is not the act.

  4. 04Test

    UNIFIL detecting Hezbollah fire

Projectile fire attributed to Hezbollah by UNIFIL or a Secretary-General report — the signal that the front the state-to-state instruments do not bind is no longer separated. IDF statements about Hezbollah launches are recorded as claims and do not meet it.

  5. 05Test

Return into the vacated villages counted by an official or UN source

A municipal, governmental or UN count of residents back in a village the IDF has left — Froun, Srifa, Zawtar al-Gharbiyeh or a later zone — read beside the module's southern-return and displacement records.

  1. No material change

  2. Movement observed

Israeli and Lebanese military delegations met at US Central Command in Tampa from 20 October, in talks described as strictly military (Ynet). No US, Israeli or Lebanese government stated what the round agreed or that it agreed nothing, so framework-round is not met. No zone was handed over, no Israeli advance was announced and no UNIFIL detection of Hezbollah fire was published.

Brief item Israeli and Lebanese military delegations meet in Tampa, and no government says what came of itReviewed in 2026-10-25

  3. No material change

First owed review. No zone vacated or entered, no Israeli advance announced, no round held, and no UNIFIL-detected Hezbollah fire found. President Aoun said talks have slowed but not stopped (Naharnet, 15 October); Rubio asked for direct army-to-army contact for deconfliction (State Department official via Al Jazeera, 16 October). The Tampa round is still unconfirmed. The 12 October school-trip blast in northern Israel was attributed to unexploded ordnance, not new fire.

  4. Baseline

Opened by the Levant P6 monitoring pass. Baseline: one pilot zone (Froun, Srifa, Zawtar al-Gharbiyeh, 20–21 July), no further zone and no Israeli withdrawal beyond the edge of Zawtar, the Ali al-Taher ridge taken by the IDF (announced 3 September), the last round in Rome in early August with a Tampa round reported for 20–22 October, and no UNIFIL detection of Hezbollah projectile fire since 21 June.
