The Iranian President and the United States President sign a memorandum of understanding, hosted and mediated by Pakistan. It establishes a sixty-day negotiating window and, on the Iranian side, an undertaking to use best efforts for the safe passage of commercial vessels without charge for sixty days only. The United States lifts its naval blockade the following day and the strait reopens toll-free, though traffic stays well below normal.
