Summary

The Saudi Crown Prince and Prime Minister and the United States President signed a Strategic Defense Agreement at the White House on 19 November 2025, and the United States designated Saudi Arabia a major non-NATO ally. Published descriptions frame the instrument around long-term defence coordination, deterrence, readiness and the integration of defence capabilities, together with substantial arms sales. It was signed three months before the 2026 war opened, and Saudi Arabia did not join the campaign against Iran — a fact this record notes without inferring anything from it about the agreement's terms. Vigil has not read the text. On 17 September 2026 the State Department notified Congress of a possible sale of 48 F-35 aircraft to Saudi Arabia, the first such offer to an Arab state, which opened a thirty-day review and is a process rather than a sale. As the Red Sea front escalated, the Secretary of State sided with Riyadh and the Yemeni government on 5 October, the President said after the deadly attack on Riyadh's airport on 10 October that the United States might join the campaign against the Houthis, and in the week to 24 October the State Department ordered non-emergency staff and their families out of the kingdom. None of this is a strike, and none is authored as a term of the 2025 agreement.

Why it matters

This is the deepest formal security relationship between an external power and a Gulf state in the module, and it is the benchmark the newer arrangements are measured against — the Mecca agreement with Türkiye and Pakistan, and the Council's own unbuilt integration. What it obliges either party to do in a regional war is exactly what the unpublished text would settle.

What remains unknown

• What the relationship produced during the September 2026 Houthi escalation is reported, not official. United States officials were reported on 10 September to have offered expanded intelligence and geospatial targeting support to Saudi Arabia while declining direct strikes on the Houthis and declining to refuel Saudi aircraft, and the Saudi Crown Prince was reported to have raised direct intervention with the United States President twice in one day. Neither government has published an account of any of this, and none of it is authored as a term of the 2025 agreement.
• The agreement's text has not been read. Whether it contains any mutual defence undertaking is not established, and this record deliberately uses the weaker relationship type rather than asserting one.
• Sources differ on the instrument's name: the Saudi state announcement calls it a Strategic Defense Agreement, while at least one reference work titles it a Strategic Mutual Defence Agreement. The difference is material to the type and is unresolved.
• The outcome of the congressional review of the F-35 notification has not been recorded in any review to 25 October; no contract, delivery schedule or transfer exists. The exact date of the October ordered departure is not carried.

Readings the evidence also supports

• Saudi Arabia's non-participation in the 2026 campaign is read here as independent of the agreement. It is equally consistent with an agreement that imposes no such obligation, with one whose obligations were not triggered, and with a political decision taken despite it. The record does not choose between these.
