Pakistan and the Gulf

Pakistan holds two distinct positions in this system and only one of them is a standing relationship. It is a party to the Mecca joint defence agreement of 7 August 2026 with Saudi Arabia and Türkiye — an institutional arrangement with a date and named signatories. It has also been a venue and mediator: it hosted the talks that produced the 17 June 2026 United States–Iran memorandum of understanding. Vigil authors the first as a relationship and leaves the second to the Timeline, because hosting a negotiation is an event and repeating it would turn the diplomacy graph into a record of meetings.

Mediation is not modelled as a relationship here

Vigil authors a mediation relationship only where mediation is repeated, institutionalised and durable. Pakistan's hosting of the June 2026 talks was consequential and, on the evidence available, singular; Oman and Qatar are the region's standing channels and are modelled as such. Treating one hosted negotiation as a permanent structure would misdescribe both Pakistan's role and the region's mediation architecture.

What is not claimed

The Mecca agreement's operative terms have not been published, and this module authors none of them. Pakistan's nuclear status, its relations with India, and its internal security are outside this module entirely and are not addressed by this record.
