Vigil authors a mediation relationship only where mediation is repeated, institutionalised and durable. Pakistan's hosting of the June 2026 talks was consequential and, on the evidence available, singular; Oman and Qatar are the region's standing channels and are modelled as such. Treating one hosted negotiation as a permanent structure would misdescribe both Pakistan's role and the region's mediation architecture.
What is not claimed
The Mecca agreement's operative terms have not been published, and this module authors none of them. Pakistan's nuclear status, its relations with India, and its internal security are outside this module entirely and are not addressed by this record.
