China and Russia veto a Security Council draft on Hormuz shipping

A draft resolution on safeguarding international shipping through the Strait of Hormuz is rejected at the Council's 10130th meeting: eleven in favour, two against — China and the Russian Federation — and two abstentions. China said the draft failed to capture the root causes; Russia called it unbalanced and said it omitted attacks by the United States and Israel.

Why it mattersThe Council was united on condemning attacks on the Gulf states in March and split on shipping in April. It is the clearest available measure of how far the external powers diverge on this system, and the reason the module treats China and Russia as strategic actors with their own positions rather than as Iranian backers.
