Iran and the Gulf — Oman

A described arrangement, not a rating. Vigil publishes no measure of how strong, warm or hostile a relationship is, and no relationship on this site carries a score, a trend or a direction of travel. What is recorded is what the arrangement covers, when it began, what has changed it, and how firmly each of those is established.

Iran and the Gulf — Oman

Established in 1971 and never interrupted — the most durable Iran channel in the Gulf.

Diplomatic relationsActiveSince 1971
In short

Oman established relations with Iran in August 1971 and has maintained them without interruption through every rupture that severed or downgraded its neighbours' ties. The channel carried the February 2026 United States–Iran meeting, relocated to Muscat.

A symmetric arrangement: it reads the same from either side. Authored once, on one record.

What the arrangement covers

Categories the arrangement is documented to include. Not a measure: a relationship covering more of them is described in more detail, not held more firmly.

Summary

Oman established diplomatic relations with Iran on 26 August 1971 and, alone among the Gulf Arab states, has never severed or downgraded them — not in 1979, not in 2016, and not during the 2026 war, in which Omani ports at Duqm and Salalah were themselves struck and Security Council resolution 2817 names Oman among the states whose territory Iran attacked. Omani practice is usually described as positive neutrality: non-intervention and dialogue as a state doctrine rather than sympathy for any party. The relationship carried the February 2026 United States–Iran meeting, which was moved from Istanbul to Muscat, and in August 2026 produced an agreement to establish a joint working group on the future management of navigation through the strait.

Why it matters

This is the channel Gulf capitals fall back on when others close. Its durability is not sentiment: Oman is the one Gulf Arab state whose exports leave outside the Strait of Hormuz and the one that co-operates the strait's transit corridor with Iran, so it has both less to lose from Iranian goodwill and more standing to ask for it.

Canonical logistics records. They carry the corridors, nodes, dependence and disruption history that this relationship rests on and does not restate.

What remains unknown

  • The August 2026 navigation working group has been announced and has published nothing. Whether it has substantive content is not established.
  • That Omani ports were struck while the relationship continued is recorded as a fact about both; Vigil has read no Omani statement characterising the effect of those strikes on the bilateral channel.
