The dependency with no alternative
Every other exposure in this module has a partial remedy — a pipeline, a longer voyage, a different terminal. Qatari LNG has none. The binding constraint is transit rather than liquefaction, which means Qatar's export problem cannot be solved by anything Qatar builds on its own territory. This is the cleanest dependency statement the module will make, and the system record is authored in P3.
Two strikes, not one
Ras Laffan was struck on 2 March 2026, when QatarEnergy suspended LNG production and gas prices reached a three-year high, and again on 18 March, when two liquefaction trains were damaged. Mesaieed's power-plant water tank was hit on 2 March, halting downstream production. Earlier Vigil drafting treated these as one March event; they are separate, and the module records them separately.
Mediating while exposed
Qatar has hosted Iranian officials through the war, held talks on the strait in August 2026, and its prime minister — who is also foreign minister — met Iran's president on 27 August. It does this while hosting the largest concentration of US air power in the region. The module treats that combination as the reason Qatari mediation has standing, not as a contradiction to be resolved.
