Ansar Allah (Houthi movement)

The Houthi movement is in this module for one structural reason: it can close the outlet of Saudi Arabia's escape route from the Strait of Hormuz. In July 2026 it declared a blockade on shipping to and from Saudi ports at Bab el-Mandeb, traffic through the strait fell by about a quarter, and Saudi Arabia rerouted Asia-bound crude through Suez — turning a roughly 24-day voyage from Yanbu to South Korea into roughly 54 days. That single decision couples the Gulf's two chokepoints into one system. The movement's relationship with Iran is real, contested in degree, and does not appear to determine its targeting: a blockade of Saudi shipping serves Houthi objectives whether or not it serves Tehran's.

Why "Iran controls the Houthis" is not the module's frame

Through the 2026 war Iran's partners behaved less like a directed network than like actors with independent interests. The Houthis engaged selectively against Israel and then opened a campaign against Saudi shipping — a target set that serves their own objectives. Vigil records material support where it is evidenced, records the degree of control as contested, and does not flatten the relationship into direction. The relationship record authored in P2 will carry an uncertain status deliberately.

The coupling this actor creates

Saudi Arabia's east–west pipeline exists to move barrels away from a contested strait. It delivers them to a second contested strait. Whether the Hormuz alternative works therefore depends partly on decisions taken by an armed movement in Yemen, which is why this actor is a launch record rather than a deferred one.
