Why it mattersA signed instrument is a materially different thing from a summit declaration, and this is the point at which TRIPP acquires a corporate form and a term of years. It is still not a construction decision: the agreement governs how development would proceed, not that it will. Every subsequent step — survey, alignment, financing, operating rules — remains ahead of it, and the jurisdictional question the naming dispute encodes is not settled by a shareholding.
