For Taiwan, humanitarian risk is not only invasion. It includes blockade pressure, supply disruption, cyber attacks, disinformation and the strain of prolonged crisis mobilisation. Nothing in this section describes a current emergency: Taiwan is a functioning, prosperous society and no humanitarian crisis is underway. What it describes is exposure — the specific ways an island of 23 million that imports most of its energy and much of its food would come under strain, and the measures being taken to reduce that exposure. Vigil treats resilience investment as the most informative indicator in this file, because it is public, dated and measurable, while the scenarios it guards against are none of those things.

Any large-scale displacement scenario for Taiwan is constrained by geography in a way most crises are not: an island has no land border to cross. Departure would depend on air and sea links that a crisis would itself disrupt, and the nearest receiving states — Japan and the Philippines — would face the arrival problem alongside their own security exposure. Regional planning discussion exists at official and research level but no public framework is established. This is stated as a structural constraint, deliberately without scenario modelling, casualty estimation or planning detail.

Energy is the sharpest civil vulnerability, and the reserves are not one number. Taiwan's published requirements differ by an order of magnitude between fuels: natural gas carries a security-stockpile requirement of 11 days, stepping to 14 by 2027, with a parallel storage-capacity requirement rising to 24 days; coal is held to around 30 days, with Taipower reporting holdings above that; and oil carries a 90-day statutory reserve split between government and industry. Gas is the binding case because it is the largest single share of generation and the shortest cover, and because it cannot be warehoused the way coal and crude can. These stocks are not interchangeable and Vigil publishes no combined "days of energy" figure, because the fuels serve different plant and cannot be substituted on the timescale of a disruption. The nuclear contribution is zero: the last reactor shut down in May 2025, and a restart is under regulatory review rather than in progress. Policy responses reported through 2025–26 include expanding storage capacity, diversifying suppliers and examining regional storage arrangements with partners. The module tracks published targets and requirements, never current holdings, and publishes no terminal, facility or routing detail.

Taiwan's grid has historically been centralised, with large generation serving demand concentrated on the west coast — an efficient design with poor resilience characteristics. A reported NT$564.5bn ten-year programme aims to harden and decentralise it, alongside investment in distributed generation and microgrids. Separately, major national-level power failures in recent years, none of them hostile in origin, demonstrated how quickly grid disruption cascades into water, transport and industrial effects. Taiwan's internet and international communications run overwhelmingly through undersea cables, and repeated damage incidents — including near Matsu in 2023 and further cases in 2025 — showed both the fragility and the attribution problem: cable breaks are common worldwide from fishing and anchors, which makes deliberate damage cheap to attempt and hard to prove. Taiwan's response has combined faster repair arrangements, an international cable-resilience initiative, and investment in low-earth-orbit satellite capacity as a backup path — with legislative amendments in July 2026 easing the entry of satellite communications providers. Vigil treats individual incident attribution as low-confidence unless authorities state otherwise.

Taiwanese government and infrastructure networks report sustained probing and intrusion attempts at a volume among the highest reported by any government. The civil-resilience concern is less espionage than continuity: financial systems, utilities, transport and public communications are the systems whose disruption would be felt by the population. Public reporting is uneven and attribution contested; this module reports officially stated figures and characterisations, and grades them accordingly.

The scenario most often discussed is also the least well understood. A quarantine or blockade would not primarily be a military event for civilians; it would be an economic and logistical one — shipping and air links disrupted or deterred, insurance markets repricing or withdrawing, and imports of fuel, food and industrial inputs slowing before they stopped. Taiwan's exposure is structural rather than tactical: an island importing almost all of its energy and roughly two-thirds of its calories has limited ability to substitute domestically at any speed. Vigil states this as exposure, not prediction — such an action would carry enormous costs for the actor undertaking it, and no assessment here treats it as expected.

Taiwan is among the most heavily targeted societies in the world for external information operations, with a consistent through-line: undermining confidence in the government, in the armed forces and above all in the reliability of the United States. Countermeasures include rapid government rebuttal mechanisms, a strong civil-society fact-checking sector and media-literacy education — an approach studied internationally. The pressure is chronic rather than episodic, which makes it a resilience question about public trust rather than an incident-response one.

Civil-defence reform has expanded since 2022: an all-of-society resilience committee at presidential level, extended conscription restored to one year from 2024, reserve-force reform, and public guidance on emergency preparedness. The 2026 Han Kuang exercises, which ran from 5 to 14 August, extended that direction by folding the urban resilience component into the military exercise and testing continuity rather than mobilisation alone: dispersal of weapons production, conversion of civilian factories, protection of maritime supply routes, naval–coast guard coordination, mobilisation of more than 20,000 reservists, and operation under simulated disruption to mobile communications. Officers were reported to be working without the advance scripts used in previous years, which made adaptive command part of what was tested rather than a stated aim. The exercise concluded on 14 August 2026; Vigil records that it ran and what it set out to test, and publishes no assessment of how it performed. The associated urban-resilience programme ran mobile-network throttling drills on 10 and 13 August, reducing mobile data throughput to roughly one per cent of capacity for about 17 million people — some 73 per cent of the population — while voice calls, SMS and emergency cell broadcast continued to function and payments, banking, ticketing and app authentication did not. Reserve training was separately standardised at fourteen days from June 2026, replacing a five-to-seven-day programme. Progress is genuinely contested — analysts and Taiwanese commentators alike question training quality, reserve readiness and public engagement, and surveys consistently show modest personal preparedness. The least visible cost in this file is the one already being paid. Living inside a sustained pressure system — near-daily reported military activity, chronic information operations, conscription extension, recurring crisis coverage — carries measurable social costs: emigration decisions, investment hesitancy, polarisation over defence policy, and a documented public fatigue that can shade into either complacency or fatalism. Vigil notes this deliberately, because coverage that focuses only on scenarios tends to miss the pressure people are actually under.
