In short

Taiwan imports almost all of its primary energy by sea, with liquefied natural gas the most time-critical component because it cannot be stored long. That dependence is the island's most structurally significant vulnerability and it exists continuously, not only in a contingency.

Overview

Taiwan has almost no domestic fossil-fuel production and imports essentially all of its coal, oil and natural gas. Energy policy through the last decade shifted generation toward liquefied natural gas while nuclear output fell to zero — the last operating reactor shut down in May 2025 — which raised the share of the mix depending on a continuous stream of arriving cargoes rather than on stored fuel. Natural gas supplied roughly 48 per cent of generation in 2025 and coal about 35, against a stated target of 50 and 30, with renewables at about 13 against a 20 per cent target. The reserves behind that mix differ by an order of magnitude and are not interchangeable. Gas is the binding case: it is stored as a cryogenic liquid, boils off over time and cannot be warehoused the way coal or crude can, and the security-stockpile requirement placed on importers is 11 days, stepping to 14 by 2027, with a parallel storage-capacity requirement rising to 24 days. Coal is held to around 30 days, with the state utility reporting holdings above that. Oil carries a 90-day statutory reserve split between government and industry. A single "days of energy" figure would obscure all of this, because the fuels serve different plant and cannot be substituted on the timescale of a disruption.

Why it matters

This is the clearest case in the module of a dependence that is a present structural fact rather than a contingency. It shapes Taiwan's energy policy, its industrial competitiveness and the semiconductor cluster's operating costs continuously; and because electricity generation depends on it, a sustained interruption would reach chip fabrication — the point at which Taiwan's domestic vulnerability becomes a global economic exposure. It is also why any coercive scenario discussed publicly concerns interdiction of shipping rather than of territory.

What depends on it

Near-total for primary energy and structurally unfixable in the short term. There is no domestic substitute at scale, no pipeline connection to anywhere, and no land route. The one genuine lever is the generation mix — the balance between gas, coal, nuclear and renewables changes how much of the system's cover sits in the short-duration fuel — and that is a contested domestic political question rather than a technical one. It is currently being contested through two tracks at once: Taipower filed reactivation plans for two plants with the Nuclear Safety Commission in March 2026, with review estimated at 18 to 24 months, while the Legislative Yuan approved a further referendum proposal in August 2026. Neither track has restored any generation, and on the published regulatory timeline none is possible before roughly 2028.

What disruption does

A sustained interruption would reach electricity generation first and industrial output immediately after, with semiconductor fabrication among the most sensitive loads because it cannot be interrupted cleanly. Because the cluster supplies most of the world's advanced chips, the consequence would not stay local. Short interruptions are absorbed by reserves; the system's character is that its tolerance differs by fuel — roughly a fortnight of gas against a quarter of oil — and that the fuel with the shortest cover is also the largest share of generation.

    Why it mattersThe strait is the physical centre of the system and the reason it has global weight. A very large share of world container traffic and a substantial share of LNG bound for Northeast Asia passes through or near it, which means disruption here would be an economic event for countries with no stake in the dispute. Running down the middle is the median line: an unwritten restraint observed for roughly half a century, and effectively abandoned as a limit after August 2022. Its erosion is the single clearest measure of how grey-zone pressure works — nothing was announced, and nothing was given back.

    Why it mattersThe Bashi Channel is where Taiwan's geography stops being a bilateral question. It is a principal route between the South China Sea and the open Pacific, carrying commercial traffic and undersea cables, and it is the reason the Philippines is part of this system whether or not Manila wishes to be. Its narrowness relative to the ocean either side is what gives the phrase "maritime access" concrete meaning here.

Alternatives and redundancy

Limited and slow. Cargo can approach from the north, south or east rather than through a single route, and that routing redundancy is real. What has no substitute is arrival by sea itself, and no change to the generation mix can be made on the timescale of a disruption — reserve levels and the nuclear question are decisions taken years ahead. The honest statement is that Taiwan's energy security is a policy problem in peacetime and not a solvable logistics problem in any other condition.

Readings the evidence also supports

  • Taiwan's shift toward LNG can be read as an energy-transition choice that incidentally increased strategic exposure, or as a decision taken with that exposure understood and accepted. Both are argued domestically, and the policy record supports each in part.
  • The 2021–2022 outages can be read as evidence of thin margins or as ordinary grid faults of the kind that occur in many advanced economies. The distinction matters for how much they say about resilience under pressure.

What to watch

Are the published reserve steps being met, fuel by fuel?

Gas steps from an 11-day security stockpile to 14 by 2027 and from 20 days of storage capacity to 24; coal sits around 30 days; oil at a 90-day statutory reserve. Watch each against its own target. Current holdings on any given date are not published, so the meaningful comparison is target against target-date, not a claimed level.

Does the generation mix shift back toward stored fuel?

The only lever that materially changes this dependence, and it moves on an electoral rather than a strategic timetable. Nuclear output has been zero since May 2025; the restart question is running through a Nuclear Safety Commission review of March 2026 filings and, separately, through a referendum proposal approved in August 2026. Watch the regulatory track and the political track separately — they can move in opposite directions, and neither has yet changed a megawatt.
