In brief

The alliance's second strategic command, at Norfolk, Virginia, responsible for transformation, training, doctrine and lessons learned. NATO lists four centres under it, three of them in Europe and two of those inside this theatre.

Broad area of activity
Norfolk, Virginia, with its centres at Stavanger, Bydgoszcz and Monsanto. NATO says it reports to the Military Committee for its transformation and development responsibilities.
Notable history
Created by the 2002 Prague decision to reorganise the command structure by function rather than geography: the former Allied Command Europe became Allied Command Operations and the Atlantic command of 1952 gave way to a transformation command with no operational role. NATO describes its work as defining the future military context, leading defence planning, setting training standards, running modernisation programmes and delivering pre-deployment training. Its centres were founded in the years after — the warfare centre in 2003, the training centre in 2004 — and the NATO–Ukraine centre added in 2025 is the first new body under it in two decades.
Strengths
It is where the alliance changes rather than operates, and two of its centres sit inside the theatre this module concerns: the tactical training centre and the NATO–Ukraine lessons centre share Bydgoszcz, and the operational-level warfare centre exercises the joint force commands from Stavanger. The doctrine and exercise standards every headquarters in this module trains to are set here.
Limitations
Not an operational command. Nothing it does establishes a command relationship over any formation, and its influence on this theatre — through doctrine, exercise design and lessons — is real but not visible in any structural record. Its own site is closed to tools, so its self-description rests on NATO's topic page.
