The UN Human Rights Monitoring Mission in Ukraine reported on 13 August 2026 that it had verified 437 civilians killed and 2,610 injured during July 2026 — a 30 per cent increase on June and 70 per cent on July 2025, and the highest monthly total since March 2022. The mission recorded 429 missiles launched during the month, more than double June's figure, and attributed 38 per cent of casualties to long-range missiles and drones (183 killed, 967 injured) and 27 per cent to short-range drones (111 killed, 710 injured). Casualties from aerial bombardment, principally glide bombs, rose 143 per cent on June to 105 killed and 753 injured, making them the second leading cause. Over the first seven months of 2026 the mission verified 1,839 killed and 10,638 injured, 44 per cent above the same period in 2025 and more than double 2024. Mission head Danielle Bell said the number of civilians killed and injured had risen in every month of the year.

Why it mattersThe 9 August brief recorded the ballistic-interceptor shortage as a documented monthly condition rather than a bad night. This is the same condition measured at the other end. The mission's figures are a verified count of what happens when the interception rate against ballistic missiles stays low and launch volumes rise, and they are produced by a body that is not a belligerent — which is why they can carry the claim that neither government's own numbers can. The 143 per cent rise in glide-bomb casualties is a separate finding and points at a different problem: glide bombs are answered by fighter aircraft and forward air defence, not by Patriot interceptors, so the two lines of civilian harm are constrained by two different supply chains.
