A trilateral negotiating format, and a deadline attached to it

Ukrainian, Russian and US delegations met in Geneva in February 2026 in a trilateral format, reported for 18–19 February. Ukraine's delegation was headed by Rustem Umerov and Russia's by Vladimir Medinsky, with US envoys Steve Witkoff and Jared Kushner at the head of the table and military chiefs from all three states present. The reported agenda covered security and humanitarian issues, including the implementation of ceasefire monitoring and arrangements for a demilitarised zone; the future of Russian-occupied territory was expected to be the hardest item. Russia continued to require that Ukraine cede control of the eastern Donbas. Ukraine continued to seek postwar security guarantees with a US backstop, and President Zelensky said Ukraine had "agreed to all realistic proposals from the United States". The United States had set a June deadline for a settlement. No breakthrough was reported.

Why it mattersThe module's standing test for this file is whether there is a negotiating architecture or only meetings, and this is the first entry since 2022 that supplies evidence either way. What it establishes is a format — named delegations, a repeated venue, military chiefs in the room, and mechanics on the table rather than declarations of willingness. What it does not establish is agreement: the two positions that have blocked every previous attempt, Donbas and security guarantees, are recorded here unchanged. The June deadline is the element to watch rather than the meeting, because a deadline set by a third party is a constraint on both belligerents that neither chose. It passed without a settlement; hostilities continued through August 2026.
