A decree of 7 May 2025 suspended the activities of all political parties in Mali; a second, on 13 May, dissolved close to 300 of them and banned their meetings and activities under threat of prosecution. On 10 July the transition president enacted a revised transition charter granting himself a five-year mandate, renewable, without an election, with the transition to continue until the country is declared pacified. A national consultation process had recommended suspending election planning on the same condition.
Why it mattersThis is the module's largest political development of 2025 and the point at which the transition stopped being a timetable that kept slipping and became an arrangement with no end condition anyone outside the government can verify. Every subsequent legitimacy question in this module — what the government is fighting to preserve, what a negotiated outcome could even look like, why security failure translates so directly into political risk — runs through it. The dates matter because the module previously placed this process a year too early.
