In brief

The cyber and information domain service — the Bundeswehr's fourth service since May 2024, led by Kommando CIR, with a reconnaissance-and- effects command, an IT-services command and a training centre published beneath it; its published remit runs from cyber defence and electronic warfare to geoinformation and countering disinformation.

Broad area of activity
A domain rather than a territory: the Bundeswehr's networks and the information environment, which the service describes as protecting, using and shaping the digital dimension and contributing to state resilience.
Notable history
Built by consolidating the Bundeswehr's digital tasks into one organisational area, restructured on 29 March 2023 into what the service called CIR 2.0 — creating the Kommando Aufklärung und Wirkung at Daun and the Kommando Informationstechnik-Services der Bundeswehr at Rheinbach and placing the operative-communication centre and the two schools directly under Kommando CIR, with the stated aim of faster decision and command in rapid CIR operations — and raised to the fourth service beside Heer, Luftwaffe and Marine in May 2024. The training centre merges the former IT and strategic-reconnaissance schools.
Strengths
A single service for the domains hybrid pressure on the flank runs through — networks, the electromagnetic spectrum, geoinformation and counter-disinformation — with a published command structure and a mandate the Bundeswehr frames as contributing to national resilience.
Limitations
Its capabilities are by nature the least publishable in the set: the pages name commands and centres, not what they do in any given period, and the module does not infer effects from structure. Nothing about operations, tasking or capacity is authored.
