In brief
The territorial defence component — troops formed on mobilisation by the regional and district executive authorities under a Directorate of Territorial Defence in the General Staff, rehearsed in the ministry's published exercises since the 2000s; a system, not a standing force, and published as such.

- Broad area of activity
- Every region of Belarus and the city of Minsk, each with its own territorial-defence organs; no zone or formation is authored.
- Notable history
- The ministry publishes territorial defence as a General Staff responsibility — a Directorate of Territorial Defence sits under the Chief of the General Staff — exercised through the executive committees of the regions and districts, which form the territorial troops on call-up: the ministry's own reporting from 2022 describes a district territorial-defence headquarters and a separate rifle battalion being formed in exercise, and reservists taking the oath on call-up. The monitoring read records a command-and-control exercise in March 2026 involving all six regions and Minsk simultaneously, and from July 2026 the first open use of training call-ups as a sanction on civilian labour discipline — a change in the system's character rather than its structure.
- Strengths
- A nationwide, rehearsed mobilisation mechanism with a published chain of responsibility from the General Staff to the district, and a cheap way to generate rear-area security without touching the regular force.
- Limitations
- Not a standing force: what exists in peacetime is organs and rosters, and what would exist on mobilisation is not published. The monitoring read's numbers are derivations and are not carried. Assessed-grade throughout.
