Washington rescinds Syria's state-sponsor-of-terrorism designation

US Secretary of State Marco Rubio authorised the formal rescission of Syria's designation as a State Sponsor of Terrorism on 24 August 2026, at the end of the mandatory 45-day congressional notification period begun on 8 July 2026. The designation had stood since 1979. On the same day the State Department revoked the Specially Designated Global Terrorist designation of Hay'at Tahrir al-Sham — the organisation formerly led by President Ahmed al-Sharaa — and the Treasury's Office of Foreign Assets Control removed it from the Specially Designated Nationals list, after which OFAC revoked General Licence 25 as no longer necessary. Rubio said the Syrian government had taken significant steps to counter terrorism, including joining the global coalition against ISIS, and that the two actions removed the final major barriers to private-sector investment. An updated tri-seal advisory issued the same day records what remains: list-based designations on Bashar al-Assad and associates, human-rights-abuser and captagon-trafficker designations, persons linked to past proliferation activity, ISIS and al-Qaeda affiliate designations, and Iran-related designations. Munitions-list export prohibitions under the Syria Accountability Act remain law and were waived rather than repealed.

Why it mattersThis closes the last general country-level US terrorism instrument against Syria, eight months after the Caesar Act's repeal, and it is the point at which sanctions relief stops being an executive gesture and becomes a standing legal position. The analytically important part is what it does not do. The relief is general and the residue is list-based: the instruments that remain attach to named people and named conduct rather than to the state, so the risk a foreign investor now prices is counterparty risk inside Syria rather than country risk about Syria. That is a different market, and it is also a different lever — Washington keeps a graduated instrument it can use without reversing the country-level decision. What the rescission establishes about the transitional government is narrower still: it records the US executive's judgment on counter-terrorism cooperation, not a finding about governance, minority protection or accountability, and the reporting criteria attached to the Caesar repeal continue to run separately.
