Syria comes off the US arms-export denial list

1 October 2026 Washington

What happened

A State Department final rule effective 1 October 2026 removed Syria from the ITAR section 126.1 list of countries subject to a policy of denial for defence-export licences. The Secretary of State had approved the policy change on 19 August, following the rescission of the state-sponsor-of- terrorism designation on 24 August and the waiver or removal of the related statutory restrictions. Applications are now reviewed case by case; every transfer still requires a licence, and the Commerce Department had not issued a matching rule. No licence, sale or training arrangement under the new policy had been reported by 25 October.

The last restriction tied to the terrorism designation leaves the staged relief the module records, and it is the one step that changes what the Syrian army could buy and from whom, at the moment its training and doctrine are being written under a Turkish memorandum. It authorises no sale. A licence granted, a sale notified or a training arrangement would be the first sign of use, and the 180-day Caesar certifications remain the lever by which relief can be withdrawn.
