In brief

A divisional headquarters at Bucharest, activated by NATO on 1 December 2015 with Romania as framework nation. NATO says it covers the Bulgarian and Romanian battlegroups with the Sibiu corps, and its own chart places SHAPE, JFC Naples, LANDCOM and that corps above it.

Broad area of activity
Bucharest, Romania. Its own stated mission is to exercise division-level command and control of an Article 5 collective-defence operation in NATO's south-eastern region; NATO names the battlegroups in Bulgaria and Romania as those it covers with the Sibiu corps.
Notable history
Activated on 1 December 2015 as a Readiness Action Plan measure — the first standing NATO Force Structure headquarters in the south-east, four years before a corps existed above it. NATO's activation notice named Joint Force Command Naples as its operational-control authority and Romania as the framework nation with Romanians in the leadership posts. It led the second phase of NATO's Dacian Fall exercise in Romania and Bulgaria in late 2025, and the Chair of the Military Committee visited it in May 2026.
Strengths
The oldest division echelon on the eastern flank and the one with the most explicit published mission: Article 5 command and control in a named region. Its own chart states its whole chain from SHAPE downward, which no other divisional headquarters in this module does.
Limitations
A NATO Force Structure headquarters, nationally manned and affiliated to NATO rather than an organ of it, which is why it is a root here. The 2015 operational-control statement concerned the headquarters, not forces: NATO's current verb for its relationship to the two battlegroups is "covers", and Vigil records that verb. The exercise it led is recorded as a fact about the headquarters, not as a statement about any force's current location or state.

NATO's own verb for this relationship is "covers". Its heading states that regionally focused headquarters "contribute to the operation, training and preparation activities" of the battlegroups. The edge is graded at exactly that strength: the authority is unspecified because NATO specifies none, and nothing here is command, operational control or a transfer of authority.
