In brief

The volunteer force, a component of the armed forces in its own right under the defence-system law. Its place in the tree comes from the Land Force statute of 1 September 2026, which exempts the Volunteer Force commander from the rule that the Land Force commander approves the statutes of directly subordinate unit commanders. Its regional rinktinės are named only in municipal cooperation agreements and are not authored.

Broad area of activity
The whole of Lithuania through regional units, the rinktinės, which appear in official sources only in municipal cooperation agreements.
Notable history
The defence-system law treats the volunteer force as a specific type of force whose soldiers — kariai savanoriai — are one of the three classes of personnel that make up the armed forces, alongside professional soldiers and other non-permanent service. The Land Force statute of 1 September 2026 places the force under the land service while marking its commander out from the service’s directly subordinate unit commanders, and the Seimas’s June 2025 amendment raised the statutory ceiling on volunteer soldiers, which is the published direction of change.
Strengths
A territorial force written into the founding law of the defence system, with a statutory personnel ceiling that the legislature has been raising, and a place inside the land service rather than beside it. In a state building a division and hosting an allied brigade, the volunteer force is the layer that holds the territory both are meant to defend.
Limitations
Its own statute was not located in the register, its regional units are unpublished except in municipal agreements, and nothing about strength, readiness or stations is carried. The precise legal relationship between the Volunteer Force commander and the Land Force commander is carried only as the 2026 statute’s exemption states it.
