In brief

The naval service, re-established in 1994, whose published structure is four squadrons — mine warfare, coastal defence, combat service support and patrol boats — and a naval training establishment. Squadron is where the published structure stops, and this record stops with it.

Broad area of activity
Estonia’s territorial waters; in crisis, by the service’s own description, harbour areas, sea lines of communication and the seaward approaches to the coast.
Notable history
The Navy was re-established in 1994, three years after the headquarters of the Defence Forces, and a separate naval staff followed in 1995. Its published priority since has been mine countermeasures: the service records that more than 80,000 sea mines were laid in the Baltic in the two world wars and that regular clearance in Estonian waters has run since 1995. That inheritance explains why a mine warfare squadron heads the published structure of one of the smallest fleets in the alliance.
Strengths
A clearly stated task — protect the territorial waters, defend the harbours and the approaches in crisis — and a mine-countermeasures specialism that the service itself calls its top priority and that slots directly into NATO’s standing mine-countermeasures groups. In the Gulf of Finland the relevant capability is not fleet size but the ability to keep approaches open, and that is what this service is organised around.
Limitations
The service describes its own fleet as one of the smallest in the world, and the published structure is four squadrons and a school. Nothing below squadron is published, and nothing about vessels, readiness or stations is carried here. Coastal defence appears as a squadron and no more is published about it.
