In brief

The voluntary national defence organisation, a legal person in public law under its own Act, organised on military principles into four territorial defence regions and regional units called malevs whose areas generally follow the counties. Its Commander is subordinate to the Chief of Defence; the organisation is not part of the Defence Forces’ tree.

Broad area of activity
The whole of Estonia, through four territorial defence regions — North, North-East, South and West — and regional units whose areas of responsibility generally correspond to the counties, plus an extraterritorial cyber defence unit.
Notable history
Founded as a self-defence organisation on 11 November 1918, the League was liquidated in 1940 and re-established in February 1990, before the restoration of independence; its Act makes it the legal successor of the 1918 body. Its stated mission is to enhance, relying on free will and self-initiative, the nation’s readiness to defend Estonia’s independence and constitutional order. Its own history page draws the lesson that both attempts to eliminate it — 1924 and 1940 — preceded a rebellion and an occupation respectively.
Strengths
Territorial coverage by law rather than by deployment: an armed, militarily organised body whose units exist in every county before any crisis, with a statutory commander subordinate to the Chief of Defence and affiliated women’s and youth organisations that widen the base. In a reserve-based defence model this is the standing element between mobilisation and the regular force, and it is the reference case in this module for society-coupled territorial defence.
Limitations
The League publishes its regions and malevs but its pages stop there; strength by district, equipment and the wartime relationship to the Estonian Division are not published, and the Division’s own page speaks of uniting “territorial defence forces” without naming the League. The legal relationship is subordination of the Commander to the Chief of Defence, which is not the same as the League being a formation of the Defence Forces, and this record does not round it up.

The League’s leadership page states that the Commander of the Defence League “leads the organisation and is subordinate to the Chief of Defence”, and that the Commander is appointed by the Government on the joint proposal of the Minister of Defence and the Chief of Defence. The edge records that statutory link at that strength: the League remains a separate legal person in the Ministry of Defence’s area of government, and nothing here makes it a formation of the Defence Forces.
