Both sides' fire now depends on production more than on stocks. Russia meets its rates from a state-directed industry, a rising defence budget and imported ammunition; Ukraine from a domestic drone and missile industry and from Western deliveries, licences and money that are announced far more often than they arrive.
The tier that turns money, licences and imports into the drones, shells and interceptors both sides fire — and, for Ukraine, the tier where announcement and delivery are furthest apart.

- 概覽
- On the Russian side the module records a defence line for 2027 of 17.1 trillion roubles, about 27 per cent above the previous plan's figure, met by new taxes, borrowing and cuts to civilian lines (budget documents reported by Reuters, 28 September 2026); a Shahed-derived Geran line that reporting describes as largely localised; and North Korean ammunition as a material input to fire rates. On the Ukrainian side it records a domestic long-range strike industry — the Liutyi drone family and, from early 2026, the FP-5 Flamingo cruise missile, whose published figures are the manufacturer's — and a dependence on Western supply for air-defence interceptors, where the one route out of a global order queue, licensed Patriot production in Ukraine, has been pledged, disowned and claimed again without an instrument. The one Western plant the module links, Rheinmetall's Unterlüß, reported its first shells shipped to Ukraine in July 2026. Four markers carry the geography: Kryvyi Rih, Nizhny Tagil, Saint Petersburg and Taganrog.
- Current state · as of 2026-09-28
- As of 28 September 2026: Russia's 2027 defence line published in draft and not yet voted; no licence, contract or delivery established for Ukrainian Patriot production, against a Ukrainian presidential statement of 25 September that a final decision had been made and a State Department statement of 24 September that it had not; Ukrainian domestic strike production in documented use, at rates neither government publishes.

Dependencies and constraints
Each marked documented (a published source states it) or assessed (Vigil infers it and says so). The two are never drawn the same way.
Western interceptor supply and licensing. Ukraine produces no Patriot-class interceptor. Supply runs through partner deliveries and a global order queue, and the licence that would move production into Ukraine exists, as of September 2026, only as the Ukrainian president's account of a decision the supplier has not confirmed.
Imported ammunition and a localised Iranian design. Russian fire rates have rested on North Korean shells and on a drone line built from an Iranian design. Both are recorded on their actor and relationship records; volumes are estimates and are not stated here.
State financing of Russian output. A defence line of roughly a third of federal spending, raised against the previous plan and paid for with new taxes, borrowing and civilian cuts. What the money buys is not established by the budget documents.
Neither government publishes production or loss rates for drones, missiles or shells; every rate in public circulation is an estimate, and the module carries none as a figure.
A licence would take, on reporting's own account, more than a year to yield missiles, so the Patriot dispute bears on 2027 supply rather than on this winter's.
Licensed Patriot interceptor production in Ukraine was pledged by the US president on 20 July 2026, disowned by him on 31 July and declared decided by President Zelensky in August; as of 14 August no licence, contract or delivery existed. The Ukrainian president claimed a "final decision" again on 25 September, a day after the State Department said none had been made. No instrument has followed.

仍然未知的事項
- Production rates, stocks and the location of production facilities on both sides are not published and are not authored; the four markers are long-published industrial cities, not facility claims.
- No economy object or impact chain yet describes either side's defence production; the coverage register carries that as an open candidate.

- The Patriot dispute can be read as an export-control and intellectual property question or as reluctance to let Ukraine produce a cheaper interceptor at scale; the second rests on one anonymous congressional source and is recorded as reported only.
