摘要
Türkiye has supplied Mali with armed drones since December 2022, beginning with the Bayraktar TB2 — seventeen airframes reported integrated — and adding Akıncı aircraft from December 2024, with a further batch handed over on 30 July 2026 that open-source serial numbers put at eight Akıncı in total. The relationship is a commercial defence sale with training attached, and the corpus is explicit about what makes it distinctive: it carries no political conditions. That is what allowed it to outlast the Western security relationship, which attached governance conditions the transition rejected, without requiring the political price of the Russian one. The capability reshaped the northern war by giving the Malian armed forces persistent armed reconnaissance they had not previously held. Its cost is now documented from outside: a Bellingcat and Jeune Afrique investigation published on 16 September 2026 geolocated more than a dozen strikes in northern Mali between March 2024 and July 2026, identified Malian TB2 and Akıncı aircraft among the systems, and assessed that at least a quarter of the strikes examined caused civilian casualties — the finding that qualifies "least controversial" below.
為何重要
It is the third model of external security assistance visible in this module, alongside the Western one Mali expelled and the Russian one it embraced — and the only one of the three that is purely transactional. That it has been the least controversial and among the most militarily consequential is the finding.

仍然未知的事項
- Airframe counts are reported figures. Vigil publishes no serviceability, basing, sortie or employment detail for this or any other supply relationship, and the absence is structural.
- Contract values and terms are not public.
- The AES actor record states that Türkiye supplies drones to each member bilaterally. This module carries a Türkiye actor record scoped to Mali only, so the Burkinabè and Nigerien supply relationships are not authorable here.
