以色列國會通過《基本法：耶路撒冷——以色列首都》，宣布「完整且統一的耶路撒冷」為首都。1980年8月20日，安理會在第478號決議中（14票對0票，美國棄權）宣布該法無效，並呼籲各國將外交使團撤出該城。
It fixed the two positions the module attributes and never decides: Israel's law treats the city as its undivided capital, while the UN position treats East Jerusalem as occupied territory. The residency, planning and access mechanisms the module records in East Jerusalem operate inside that unresolved status.
