The Council of the European Union adopted on 24 September 2026 a regulation suspending import duties for two years on about 80 per cent of Armenia's exports to the Union, with duty-free tariff-rate quotas for eight fruit and vegetable products. The Council stated that the measures respond to trade restrictions recently imposed by Russia, and that their coverage takes in almost 99 per cent of the fresh fruit, vegetables and plants, and more than 91 per cent of the beverages and spirits, that Armenia exported to Russia. The regulation follows a Council agreement of 2 September and a European Parliament vote of 15 September. Signed on 7 October as Regulation (EU) 2026/2269 and published in the Official Journal on 9 October, it entered into force on 10 October 2026 and applies until 11 October 2028.
It is the first EU act this module records that answers Russian economic pressure on Armenia directly, and it is an economic instrument, not a security one: nothing in it touches Armenia's defence, its CSTO membership or the Russian base at Gyumri. What it establishes is that the Union will absorb part of the market Russia closed, for two years. What it does not establish is substitution at scale. Armenian producers still have to reach European buyers through Georgia and the Black Sea, the goods Russia stopped are the goods most sensitive to that distance, and a temporary tariff suspension is not an association or free-trade instrument. The measure is recorded alongside the Russian restrictions it answers, which the module now also carries.
