W skrócie

The American restriction architecture against Russia: the designation system, export controls on dual-use and advanced technology, and the maritime-services crude price cap. It is the fastest-moving part of the Western economic response because it depends on executive decision rather than on consensus.

Russia subject to restrictions by United States and the war in Ukraine. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Podsumowanie

The United States is the principal source of designation-based pressure on Russia, alongside export controls on dual-use goods and advanced technology and the crude price-cap mechanism enforced through maritime services. Its distinguishing property is the decision rule: where European sanctions packages require unanimity among twenty-seven governments, American measures are largely executive, which makes the architecture faster to extend and equally faster to relax. Enforcement rather than expansion is where the effect concentrates, and the recurring target is third-country transshipment and the shadow fleet carrying sanctioned crude. The Sanctioning Russia and Iran Act, signed into law on 18 September 2026, added a discretionary tariff authority against the largest buyers of Russian oil and gas. The same discretion runs the other way: on 9 October 2026 OFAC General License 135 authorised transactions in diesel fuel of Russian origin, including imports into the United States, until 7 April 2027. On 16 October 2026 an executive order implementing the act set its tariff increases — 500 per cent on goods from Russia, and 100 per cent on goods from the five largest importers of Russian crude oil and gas buying on or after 18 October and from the top five facilitators of sanctions evasion — and in the same order waived them under the act's section 115(a), on a national-interest certification to Congress, together with the act's sanctions sections 102(a), 102(d), 102(e), 103 to 111 and 117. The waivers carry no expiry date: they last until the President or the Secretary of State determines that further action is appropriate. Sanctions under the earlier executive orders on Russia, and everyone designated under them, are expressly unaffected.

Dlaczego to ważne

It is the half of the sanctions architecture that can change without a negotiation, which makes it both the most responsive instrument the West holds and the least predictable one. The same domestic politics that governs American supply to Ukraine governs the pressure on Russia, so the two move together — and this module treats that coupling as a single political variable rather than two.

Co pozostaje nieznane

  • How the duties set and waived on 16 October 2026 would be administered if a waiver were withdrawn, which countries the "largest importers" and "facilitators" lists would name, and whether Congress acts on the waiver certification are not established. Provisions of the act the order does not name are not waived by it; this record does not list them.
  • Vigil publishes no designation counts, enforcement statistics or measured economic effect. The architecture is recorded by instrument class.
  • The price cap's effect on realised Russian export revenue is contested in open sources and is not resolved here.
  • Measures adopted before February 2022, including those following 2014, are part of the same architecture; this record dates from the full-scale invasion and does not catalogue the earlier layers.

Inne odczytania, które przesłanki również dopuszczają

  • The reliance on executive designation can be read as the source of the architecture's speed, or as the source of its fragility — the same property that allows rapid extension allows rapid reversal without any legislative step. Both readings are current and the module does not choose between them.
