Russia's retention of the Khmeimim air base and the Tartus naval facility — its only Mediterranean naval foothold — under negotiation with the transitional government. The terms are unresolved, and the arrangement is entangled with Moscow's sheltering of the deposed president.
Russia in Syria maintains a presence hosted by Syrian transitional government. A directional arrangement: the two parties do not hold the same position in it. Authored once and read from both ends.

Synthèse
Russia's 2015 intervention saved the Assad government and ended with that government's flight to Moscow in December 2024, Russia declining to fight for a collapsing army while absorbed in Ukraine. What survives is concentrated and negotiable: the Khmeimim air base and the Tartus naval facility, Moscow's only Mediterranean naval foothold, retained under negotiation with a transitional government Russia once bombed. On 9 August 2026 Syria's foreign ministry announced an interim memorandum: the civilian facilities pass to Syrian management and the military ones become joint training and qualification centres within three months, with no duration, rent, jurisdiction or permitted activity published. On 14 October Russia's deputy foreign minister said intergovernmental agreements to settle the facilities' status were being prepared and that he hoped they would be signed by the end of the year, describing the sites as partly shared "training and logistics centers". That is a stated timetable, not terms. Long-term terms are unresolved. The bargaining carries a standing complication that neither party controls — the transition's justice agenda points at Bashar al-Assad and his family, who have been in Russian exile since December 2024. Vigil records the existence and declared basis of the arrangement and publishes nothing about its content.
Pourquoi c’est important
It is the clearest case in the module of leverage surviving defeat. Russia lost the client, the war aim and the position, and still holds two facilities the new government has an interest in trading rather than expelling — which is why the relationship is transactional rather than adversarial, and why the exile file is a bargaining chip on both sides of the table.

Ce qui reste inconnu
- Long-term terms are unresolved and no agreement text is public. This record describes the arrangement's existence and its negotiated status, not its provisions.
- The Russian expectation of signature by the end of 2026 is one official's stated hope, given in an interview; neither government has published a date, a draft or a ratification step.
- Vigil publishes no facility, unit, strength, capability or activity detail for either site, and the absence is structural rather than a gap this record expects to fill.
- `validFrom` is the December 2024 transition. The facilities themselves are older and were held under an arrangement with a government that no longer exists; nothing here asserts continuity across that break.
- Whether the exile file is formally connected to the basing negotiation, as opposed to running alongside it, is not established.
Lectures que les éléments permettent aussi
- Damascus's tolerance of the arrangement can be read as a deliberate hedge against dependence on any single external partner, or simply as the absence of any means to remove a presence it did not invite. Its behaviour — negotiating rather than demanding withdrawal — is consistent with both.
