Zone d’activité générale
Ādaži, Latvia, with a rear element in Denmark. The Estonian defence minister described it at its inauguration as a level of command in NATO's force structure focused specifically on the defence of Estonia and Latvia; NATO names the battlegroups in those two states as those it cooperates closely with.
Historique notable
Inaugurated at Ādaži on 8 March 2019 by the Danish, Estonian and Latvian defence ministers, the three framework nations, as the first headquarters of its kind in the northern Baltic region; activated by NATO in 2020 and, according to the Latvian ministry, at full capability on 7 July 2023. Its tasks, as Latvia publishes them, are situational awareness for regional security, planning and conducting military operations, commanding units and organising exercises. Thirteen nations contribute to the staff, and command rests with a Danish officer.
Points forts
It is the headquarters that gives Estonia and Latvia a division echelon of their own, and the one whose founding logic was stated in public: Estonia's minister described the purpose as a structure in which the allied brigades stationed in the region are, when necessary, subordinated to the division's command. That is the clearest published statement in this module of what a NATO Force Structure division is for.
Limites
"When necessary" is the operative phrase: in peacetime the battlegroups remain framework-nation formations and NATO's own verb for the relationship is "cooperates closely with", which Vigil records and does not strengthen. The division's place above the corps echelon changed on 30 June 2026 and no page read states the new arrangement, so the corps relationship is left open rather than assumed.

NATO's own verb for this relationship is "cooperates closely with". Its heading states that regionally focused headquarters "contribute to the operation, training and preparation activities" of the battlegroups. The edge is graded at exactly that strength: the authority is unspecified because NATO specifies none, and nothing here is command, operational control or a transfer of authority.
