Russia's 102nd Military Base at Gyumri, near the closed Turkish frontier, is held under a lease agreement extended to 2044. It has not been affected by the realignment around it. Armenia froze its participation in the Russian-led collective security organisation in February 2024, and Russian border guards have left every Armenian checkpoint — Zvartnots in August 2024, the Iranian crossing in January 2025, Margara in March 2025 and Akhurik from the start of 2026. The base remains, and Armenia has not proposed changing the lease. The two halves are the point: Armenia has ended the arrangements it could end by agreement and left untouched the one governed by a lease with eighteen years to run. In September 2026 both leaders spoke publicly about the base's future. On 2 September President Putin said in Bishkek that if Armenia believed the base was not needed, Russia would "leave even tomorrow". On 16–17 September Prime Minister Pashinyan said Armenia had never raised its withdrawal, that it was "not of vital importance" to Armenia and that Armenia would not object if Russia withdrew it, but was ready to discuss it if Russia did not. On 6 October a Russian foreign ministry department director said Yerevan was trying to shift responsibility for a possible withdrawal onto Moscow, and that Moscow would discuss the base within the existing agreements. Neither government has made a proposal on the lease. Vigil publishes nothing about the base beyond its existence, its publicly documented location and its political significance.

Describing Russia as having left Armenia, or as still policing its borders, are both wrong, and this record is what makes the difference legible. It is also the standing reason Armenia's realignment is incremental rather than a rupture: the instrument it has not touched is the one it could not end unilaterally.

• Whether the border-guard withdrawal was Armenian-initiated in every case, or agreed on Russian terms in some, is not established by available reporting.

• The retention of the base can be read as a deliberate hedge — an option Armenia preserves against a security environment it cannot otherwise cover — or simply as the arrangement it has no unilateral means to end. Its behaviour, which is to leave the lease untouched while ending everything around it, is consistent with both. The September 2026 exchange adds a third reading: each side has said the base would go if the other wanted it, and neither has asked. That leaves the decision, and its cost, with whichever government moves first.
